ACTION REQUESTED: Request to Approve a Resolution to Authorize the Boards
Signature on Council of Governments Public Facilities
Fund 108 Policy Number 2018-01, Amendment Number 1
BACKGROUND: The Kittitas County Council of Governments (COG)
recently voted amending COG Public Facilities Fund 108
Policy Number 2018-01. The amendment removes
member's ability scoring their jurisdiction's Public Facility
grant application. A Scribner's error is also repaired with
the amended policy.
COG adopted the original policy on 05-29-2018.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution to Authorize the Board's Signature
on Council of Governments Public Facilities Fund 108
Policy Number 2018-01, Amendment Number 1.
HANDLING: Return one original to Public Works

AMENDING COUNCIL OF GOVERNMENTS PUBLIC FACILITIES FUND 108
POLICY NUMBER 2018-01
WHEREAS: The Council of Governments (COG) adopted policies governing the Public
Facilities Fund 108 grant process in 2018; and
WHEREAS: The Kittitas County Board of County Commissioners jointly signed the Council
of Governments Public Facilities Fund 108 Grant policies with Resolution 2018-
087 (05-29-2018); and
WHEREAS: The Council of Governments recently amended COG Policy Number 2018-01 and
that amendment now requires Board of County Commissioner concurrence;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize Board signature on Kittitas County Council of
Governments Public Facilities Fund 108 Policy Number 2018-01, Amendment Number 1.

POLICY NUMBER: 2018-01
POLICY TITLE: Project Award Process
NARRATIVE:
Following annual receipt of distressed county funds from the State of Washington, the
Board of County Commissioners (BOCC) determines the amount of money that is
available to the Conference of Governments supporting the Public Facilities Fund Public
Infrastructure funding program. The (BOCC) then solicits the Conference of
Governments (COG) for prospective projects utilizing forms provided by the Department
of Public Works (DPW). The BOCC submits project forms along with all other COG
members.
Prospective projects are submitted to the COG and reviewed by COG members.
Members of COG do not score applications from their own jurisdiction. Rating criterion
is applied and each prospective project is evaluated for adherence to the criterion.
Project proponents are allowed a project presentation not exceeding ten (10) minutes in
duration. Once all prospective projects are scored, the Department of Public Works
compiles project score sheets and produces a draft summary of scoring results for COG
final evaluation. COG reserves the right to make final adjustments creating a preferred
list of projects for BOCC consideration. The final list is created by a COG membership
vote and is based on simple majority of the membership present during voting. The
BOCC, having received the preferred funding list from the COG, takes separate and
final action developing the annual project list for funding.
Following BOCC funding action, the DPW creates contracts for all funding recipients.
Funding becomes available to all recipients on January 1st of the following year.
Recipients may "spend ahead" on an awarded project at their own expense prior to
January 1st. Reimbursement for "spending ahead" may submitted on or after January
1st of the award year. Recipients maybe submit requests for cost recovery on a
monthly basis until such time that project funding is expensed or a period of three years
terminates the funding. Any terminated funding returns to the Public Facilities Fund and
may be re -allocated by the COG at their discretion; subject to final BOCC approval
