Kittitas County Road Safety Plan 2019
May 21, 2019
Kittitas County Public Works Department
411 North Ruby Street, Suite 1
Ellensburg, WA 98926
Introduction
The Kittitas County Road Safety Plan is a comprehensive program of safety improvements aimed at
reducing fatalities and serious injury accidents across the entire county road system. This program of
improvements was developed using a strategy similar to the Washington State Strategic Highway Safety
Plan 2016: Target Zero, in which crash data is analyzed to identify accident trends and contributing
factors, and then sites within the road system are prioritized based on a risk-based ranking system.
Safety improvement projects are then developed to target spot location and systemic improvements
that provide the greatest benefit to the traveling public by preventing potential fatal and serious injury
accidents.
Due to the sporadic nature of crashes on rural county roads, it can be difficult to determine trends using
past data alone to choose locations for improvements. However, past crash data can be used to predict
future crashes by evaluating the contributing factors and targeting improvements for roads with similar
characteristics. This is why Kittitas County has decided to utilize this strategy to allow for a proactive
approach that benefits more locations throughout the entire county road system and is more cost
effective than just focusing on past crash locations.
Data Analysis
Data used for this evaluation was provided by Washington State Department of Transportation
(WSDOT). The data includes detailed information about crashes on Kittitas County roads from 2013
through 2017, including a comparison of how Kittitas County's roads compare to other public roads in
the state, this is detailed in Table 1 below. Although overall, fatal and serious injury collisions occur at a
similar rate to other public roads within the state, Kittitas County is committed to reducing these types
of collisions and strives to collaboratively achieve the statewide goal of zero deaths and serious injuries
on Washington's roadways by 2030. This Safety Plan focuses on identifying cost efficient safety
improvement projects that offer substantial safety benefits countywide, and reduces potential fatal and
serious injury collisions along Kittitas County's roadway network.

The 2013-2017 WSDOT provided collision data was further evaluated to determine the predominant
crash types and contributing factors. As shown in Table 2 below, the predominant causes of fatal and
serious injury collisions in Kittitas County are "hitting a fixed object" and "overturning." Crashes
involving fixed -object hazards, or non -traversable roadside slopes within clear zone accounted for 40.7%
of all fatal and serious injury collisions. Additionally, 29.6% of the fatal and serious injury collisions were
caused by vehicles overturning. Unprotected roadside slopes steeper than 3HAV are considered non -
traversable and contribute to overturning accidents. The predominant conditions where fatal and
serious injury collisions occurred included higher speed roadways with less than desirable lighting
conditions and where roadway curvature was a factor. This accident data seems consistent for a county
like Kittitas where the majority of the roadway network is rural without lighting features.
Accidents tend to be more severe when speeds are higher and where low light conditions hinder driver
acuity, especially in horizontal curves where drivers are more likely to leave the roadway. Non -
intersection related collisions accounted for 74.10% of the fatal and serious injury collisions, which is
also consistent with the amount of roadway lane miles versus intersections existing within the Kittitas
County roadway network. For the fatal and serious injury collisions accident report details please see
Appendix A.

Risk -Based Prioritization Methodology
Run-off the road crashes have been identified as the predominant collision type in Kittitas County and
are occurring at a disproportionately high rate as compared to other public roads in the state as shown
in the crash data provided by WSDOT for 2013-2017, reflected in Table 2. As a result, this plan will focus
on roadside safety improvements to reduce the severity and number of accidents on Kittitas County
roads where it is most likely that run-off the road crashes will occur.
From a safety perspective, the ideal roadway is straight with roadsides that are flat and unobstructed by
hazards. Straight roadways eliminate the need for drivers to navigate curves, reducing the chances of
running off the road. Providing the recommended clear zone and roadside slopes allows drivers to safely
recover control of a vehicle in the event they do leave the roadway and helps ensure fixed -object
hazards do not cause fatal or serious injury accidents. The aforementioned roadway geometry and clear
recovery area is the goal in improving roadside safety but is often cost prohibitive due to the geography
of the area and is not supported by rural character or practical design. In cases where it is cost
prohibitive to eliminate roadway curvature and create an unobstructed traversable roadside, alternative
improvements that may reduce the severity of an accident or alert a driver to a hazard should be
considered. This safety plan focuses on roadway segments where low cost high benefit improvements
can be implemented. These improvements include breakaway features on posts, guardrail deployment,
bridge rail retrofits, rumble strip installation, and signing and traffic delineation upgrades, all of which
can be implemented to reduce fatal and serious injury collisions.
Based on the crash data for 2013-2017, 100 percent of the total crashes involved roads with an ADT of
175 or more and with a speed limit of 35mph of higher. In order to have the greatest potential impact in
reducing collisions, the County considered roads for evaluation and prioritization for safety
improvements with the following characteristics:
MINIMUM CRITERIA FOR INCLUDING ROAD SEGMENT IN SAFETY PLAN:
n Paved (ACP, HMA, or BST)
• ADT of 175 or more.
• Posted speeds of 35 or more.
• Collision at this site in the past 5 years.
The minimum criteria include the preliminary eligibility requirements for Highway Safety Improvement
Program (HSIP) as stated under the 2019 County Safety Program: Call for Projects. County road
segments with the characteristics listed above and road segments that were on the previous safety plan
were evaluated and scored as shown in Table 3. The resulting road segment prioritization is shown in
Appendix B.

Development of Road Segment Safety Improvements
After roadway segments were prioritized using the risk-based scoring as described above, the results
were reviewed and the list was shortened so the plan could focus on the segments that would see the
most benefit from safety improvements and eliminated erroneous results or locations reflecting
outdated information.
Road segments with a score lower than 55 were removed from consideration. Road segments that were
within the scope of current improvement projects or recently completed improvement projects were
also removed. Each accident report was examined for further details regarding the incident to further
identify contributing factors, driver actions, alcohol or drug influence, intersection related, and any
11
countermeasures already in place. The list of candidate locations was further reduced by eliminating
roadway segments where accidents were alcohol or drug related with no hazard at the site and
segments where countermeasures were already in place and or where no countermeasures would have
prevented the accident. While these road segments are important to monitor, there are several other
locations that cause collisions due to deficiencies in the road structure. The remaining roadway
segments were then evaluated for potential safety improvements.
The county has identified the immediate need to address noncompliant guardrail on Vantage Highway,
resulting from a program RAP overlay project. This recently funded overlay project for the rapidly
deteriorating roadway from MP 21.25 to 27.75 will immediately render the existing guardrail
noncompliant. Guardrail must be replaced from Type 28 to Type 31. The county considers this an urgent
matter of public safety. With such a high number of crashes on this roadway, preventing higher risks for
launching is a priority. This project will benefit those navigating Vantage Highway for work and
recreation, especially during the winter months when the road becomes increasingly hazardous.
Additionally, the county has recognized copious amounts of inadequate bridge railing. There are a total
of 268 bridge structures within Kittitas County, many of which have insufficient railing or no railing at all.
Since these observed hazards have a high potential for serious injury or fatal accidents, Kittitas County
has chosen to be proactive and include these locations in this safety plan to prevent predicted future
crashes. This preventative, systemic, risk-based approach is supported using the FHWA Systematic
Safety Project Selection Tool criteria, which states that a site can be identified as a candidate for safety
investment if it has multiple risk factors but no crash history.
Finally, Kittitas County recognized a need to collect data to support a clear zone inventory for the entire
county road system. The effort to identify hazards within clear zone for the purposes of creating this
safety plan included utilization of a variety of tools, including Mobility, Google Earth, RoadViewer, and
field visits. Future safety improvement projects could be better identified using a more thorough clear
zone inventory targeting known hazard locations. For this reason, a planning project has been identified
as part of this safety plan to collect clear zone inventory data, which will create a roadside hazard
database, and identify potential countermeasures.
Prioritized Cost Effective Safety Improvement Projects
Road segment safety improvement identification used a combination of spot location and systematic
approaches. After improvements were identified, they were prioritized based on the potential for crash
prevention and greatest benefit, as supported by engineering judgement.
Kittitas County evaluated the scoring and road segment safety improvement results to find high risk,
sizable benefit countermeasures to group together as countywide safety projects that promptly provide
the biggest benefit for the most efficient cost. By focusing on similarities in the roads and their needs,
safety improvement projects were formed rather than road focused projects, allowing the county to
better reduce the possibility of fatalities and/or serious injuries. Locations with similar geographic
vicinity, or projects with similarly proposed improvements were grouped together to provide efficient
contracting and cost effectiveness. A summary of the Safety Improvement Projects can be found in
Table 4, followed by project details including preliminary scope, locations of the proposed work, and an
estimated cost for the improvements. Notes regarding the engineering judgment that affected project
prioritization can be found in Appendix C.

1. Vantage Highway Corridor Improvements
Kittitas County Public Works recently received Rural Arterial Program (RAP) funding for a $1
million dollar roadway overlay from MP 21.25 to MP 27.51 on Vantage Highway. The current
guardrail is Type 28 and will be considered non-compliant once the overlay takes place. As a
result, there is an urgent need to upgrade the guardrail to Type 31. The guardrail replacement
consists of 13,001 feet on the South side of the road and 5,599 feet on the North side of the
road, for a total of 18,600 feet.
If we do not replace the guardrail, there will be a high potential for greater risk for run off the
road accidents. Vehicles that engage the guardrail will not be restrained, causing increased
potential for launching. The lack of adequate guardrail poses an imminent threat to the traveling
public.
Vantage Highway accounts for 27% of the serious injury crashes from 2013-2017. Two accidents
within the project length ranked high on our road segment prioritization. The crashes occurred
in December of 2016 and 2017 at the exact same mile post, MP 24. Both accidents were caused
by icy roadway conditions and the inability to control the vehicle. One accident resulted in a
vehicle being located off the roadway. The other accident resulted in the vehicle crashing into a
bank and rolling multiple times. Navigation of hazardous roadways in the winter months
becomes increasingly dangerous when the guardrail cannot support vehicle engagement. When
guardrail cannot support vehicle engagement, navigation of hazardous, wintry roadways
becomes increasingly dangerous. Additionally, if these corridor improvements do not occur
alongside the overlay, Kittitas County would be liable for any injurious accidents.
Vantage Highway provides a regionally significant east -west connection from Vantage to
Ellensburg, providing access to 1-90, recreation, agricultural areas, and wind and solar facilities.
Vantage Highway is also heavily used by trucks which account for almost half of the ADT (truck
ADT = 275). Guardrail replacement is an immediate public safety issue that the county is eager
to pursue.

Due to the large number of locations needing improvements, it would be cost prohibitive to
provide improvements for all locations in a single project. As a result, countywide bridge rail
improvements will be executed in a series of projects. Each phase priority will include a number
of locations that are grouped by County Maintenance Districts, and sized to be manageable
phases for design and construction. The projects were first ranked based on the inadequacy of
the bridge rail and then by the location in which the greatest benefit would be achieved.
Although not specifically identified through the risk-based prioritization scoring, this project is a
high priority for Kittitas County due to the number of locations observed to be at high risk with
the potential for high severity accidents throughout the entire county road system. The
potential accidents that this project would prevent are serious injury and fatal accidents. The
county has identified this widespread hazard and is taking a proactive, systemic approach to
reduce the potential for future accidents.
There have been 60 bridges rated as Code 3; this rating reflects bridges with timber railing or no
railing at all. Of all the bridges identified with substandard rail, these bridges or structures have
the highest vulnerability because they provide no protection for an errant vehicle.

1. 12 bridges or structures
The second highest risk bridges or structures were rated as Code 2. These bridges have railing
that do not meet modern standards for crashworthiness and do not have approach railing.
Many of these bridges have w -section metal beam rail and steel posts attached to the outer
edge of the bridge deck. This is a design that was crash tested and approved by FHWA in 1959
and has since been discontinued due to a tendency of the concrete deck to fail at the post
connection upon impact, allowing errant vehicles to continue off the deck. Bridges without
approach railing do not provide any protection to an errant vehicle that leaves the roadway just
before the bridges. There are 100 bridges that are coded 2 throughout Kittitas County. As with
priority 2, this project will be broken into 7 phases to create more manageable projects for
design and construction.

These bridges were identified with lower risk because they feature bridge rail and approaches;
however, the rail and/or approaches and terminal do not meet current standards for
crashworthiness and will need to be upgraded to maintain adequate protection for errant
vehicles. There are 18 bridges and/or structures that have been rated as Code 1. These
structures have rail and approaches yet do not meet code. The priority is low on this project as
the bridges are functional but will need updated railing in the future to assist in preventing
serious injury or fatal accidents.
5. Denmark Road Safety Improvements
Improvement of a sharp corner with steep embankments at MP 3.57 would aid to prevent run-
off -road accidents on this specific road as it has a history of accidents at this location and was
identified on a previous safety plan. The priority level is lower than other projects because it
only targets a specific location and road characteristic. The county included multiple road
segments to provide improvements to this entire roadway corridor, from MP 0.50 to MP 4.35
which includes bundling bridge rail improvements to the project for efficiency and cost effective
contract letting.
6. Clear Zone Inventory
Through data collection and analysis of this safety plan, it has been identified that an inventory
of clear zones in Kittitas County would greatly benefit the process for future safety plans and
project proposals. Up to date and accurate data allows the county to better identify future
project locations that support the goal of eliminating fatalities and serious injuries on the road
system. Although it has a lower priority than actual projects, it is a low cost proposal that could
also reduce the cost of future projects. This effort would include field data collection, database
creation, and scoping of mitigation opportunities identified.
7. Corridor and Intersection Safety Improvements
13
This project provides intersection improvements for No. 6 Rd and Vantage Hwy, as well as two
other intersections along Kittitas Hwy at Matthews Rd and No. 6 Rd, which have been identified
for safety improvements. Kittitas Hwy is a high -ADT corridor with an overall roadway that is in
good condition with appropriate countermeasures in place. This project would provide
monitoring and identification of potential spot -improvements to these heavily traveled
intersections. Kittitas County recognizes that improvements to this corridor may provide benefit
to a great number of travelers, and any improvements that could reduce potential future
crashes are beneficial.
Additionally, Kittitas Hwy has recently undergone large scale improvements. The county is taking
this opportunity to evaluate the countermeasures recently installed for performance success to
see if intersection related accidents decrease. This will allow for identification of whether or not
additional countermeasures may need to be implemented at the Matthews Rd and No. 6 Rd
intersections of Kittitas Hwy.
The combination of accident history at No. 6 Rd and Vantage Hwy along with a site visit brought
this segment into the list of projects. The Vantage Hwy/No. 6 Rd project would include providing
an adequate clear zone, signs, and possible realignment. Monitoring and further evaluation will
also continue at this location to identify potential safety improvement opportunities.
8. Huntzinger Road Safety Improvements
a. Phase 1 -MP 2.70 to MP 4.88
b. Phase 2 -MP 5.14 to MP 6.99
c. Phase 3 -MP 6.99 to MP 10.74
Huntzinger Road had several segments of road that scored high on the risk-based prioritization.
Although there is no significant accident data to reflect the hazards, the road characteristics of
the road show several areas of curves; both vertical and horizontal, steep embankments and no
shoulder which are the largest contributing factors to run -off-road accidents. Guardrail, signing
and delineation improvements to this corridor are cost -prohibitive so the county has prioritized
the phases in order of mileposts.
14
This project is a priority for Kittitas County because it prevents most common type of accident
(run -off-road) and scored high on risk-based prioritization, and because recreation opportunities
are rapidly increasing along this roadway. It is a lower priority than other projects because we
are already addressing the first roadway segment in a project to be constructed in 2017.

APPENDIX C
Engineering Judgment Impacting Project Prioritization of Table 4
1. Priority One- Vantage Highway Corridor Improvements
o Vantage Highway guardrail will be noncompliant with the recently RAP funded overlay.
Guardrail replacement from MP 21.25 to MP 27.51 is crucial to the safety of the traveling
public. Vantage Highway poses a safety risk by not replacing the guardrail.
2. Priority Two-Bridg Rall_CUde 3
o Bridges and/or structures with no rail or timber rail were classified as Code 3. Phases are
identified by maintenance districts. Some districts had less bridge rail to update and were
then grouped with adjacent maintenance districts.
3. Priority Three -Bridge Rail -Code 2
o Bridges and/or structures with no approaches or non-crashworthy railing were classified as
Code 2. Phases are identified by maintenance districts. Some districts had less bridge rail to
update and were then grouped with adjacent maintenance districts.
4. Priority Four -Bridge Rail -Cade 1
o Bridges and/or structures with rail that does not meet current standards were classified as
Code 1. Following the phase identification process as Priority Two and Priority Six, phases
are by maintenance district to create more manageable projects.
5. Priority Five -Denmark Rd
o The first segment of Denmark Rd MP 0.5 to MP 3.08 scores below a 60 based on our scoring
criteria. However this segment does have 4 bridges/structures that have deficient rail, this
influenced our decision to include it in the safety plan, and group it with the segment scoring
95 from MP 3.08 to MP 4.35. The segment scoring 95 has a curve that needs safety
improvements and contains accident history. By doing this we facilitate a project that would
provide safety countermeasure to the entire Denmark Rd corridor.
6. Priority Six -Clear Zone Inventory
o Data collected and analyzed will allow for more efficient project identification in future
safety plans.
7. Priorit Seven- Intersection Safety Improvements
o No. 6 Rd although containing a score of 50 which is below our stated cutoff of 60 was
included due to the accidents associated with Vantage highway in the vicinity of said
intersection. Kittitas Highway was moved down in priority due to safety improvements
recently constructed throughout the corridor. Monitoring of this corridor will continue to
track the success of the recently constructed counter measures.
8. Priority s=ight-Huntzinger_Rd
o Phases identified by milepost instead of total score because all phases are priority 5.
Milepost conscious phases allow the county to continue heading south along the corridor
following the completion of our safety improvement project in 2017.
