We are planning to use the same courses as we did in 2018 for the Ellensburg Triathlon, that will include an Olympic distance and Sprint course. Our participants love the bike course. We also will have the Carey Lakes Run, which is a 5k and 10k run, within the park. Event Dates Saturday, Ju • Ellensbur 13, 2019 Both starting at 8am at Irene Rinehart Park Triathlon and Carev Lake 5K and 1 OK Runs Here are the relevant course details for the Ellensburg Triathlons. The bike course exits from Irene Rinehart park turning right onto Umptanum Rd, right onto Manatash Road and will follow Manatash to the Sprint Oust before Kittitas Reclamation District Road) or Olympic turn around Oust before the gravel) as appropriate and return the same way. The Sprint is just over twelve miles and the Olympic is 24.8. The run stays within the park area. Estimated cycle time: 30 — 120 minutes. • Run leg remains on the trails within the park area. Included in with this letter is a copy of the insurance certificate listing Kittitas County as an additional insured. The following information is provided for the county health office in anticipation of standard queries I receive from them each year: • Water for aid stations will be from the city water supply, not an out-of-town well. We have used the water at the fairgrounds in the past and would like to do that again this year. • There will be 4 port -o -lets at Irene Rinehart Park in addition to the restrooms there. In the past it was requested that I also include the following information in our letter: • Penal Bond/Bond of Indemnity The bike portion of this event are held on the local roads and do not cause any damage to the these roads. I would like to request the board grant a waiver to the Penal Bond requirement. Our team works hard to make sure any that areas utilized by these events are left better than when the event started, and have not had any problems in years past with these events. • Waiver to the County Noise Ordinance Since the event begins at 8, 1 request the ability to use a bullhorn as needed to ensure the safety of all participants. ) (%® �r % • Admission Tax Exemption S,& i�Gtt/ ""` 7" 71 U — (Id/ J �� Since the event is mainly in the City Limits, except for portions of the bicycle course, we are asking for an exemption from the Admission Tas. In addition, will you have traffic Control? We are asking to close the road to the park, but no other roads will be closed. Will need police/sheriff support in the following areas: • Park Entrance and Umptanum (cyclists turn right coming out of the park and left coming back into the park) • Turn around point on Manastash Rd at the Sprint event turn -around (just before Kittitas Reclamation District Road) • Turn around point at Manastash Rd almost to where the road turns to gravel (if the Sheriff deems this a safety matter) Will there be off-site Parking? Parking will be at the Park and the ball fields if available. With an estimated attendance of 300, this should be enough parking. Will there be tickets sold to attend the event? Please see attached event flier. Do you have an informational Flier? Please see attached. Will there be food served? We provide bagels, meats and cheese, peanut butter, jelly, muffins and fruit for participants. Will submit permit. Do you have a plan for garbage and recycling? Ellensburg Triathlon (Irene Reinhart Park) I will find out if we need to bring a dumpster into the park for this event, if so, I will do that. There will be no water station for the bike, so no trash should be dropped out on the roads. I will make sure that the follow vehicle has a garbage bag in case something needs to be picked up. The run course water station will have a garbage bag for the water cups. We will have a recycle can available for participants, but we do not have much recycle that we bring, since we do not have plastic water bottles. Have you obtained a Certificate of Insurance specifically naming Kittitas County? See attached. Mandy presented the request, I provided some additional details and responded to a few questions/general information. Judy Pless mentioned that formalizing the Admissions Tax waiver (directions in her email embedded below) should avoid confusion in future years so if you could proceed with taking care of that soon that would be great. Let me know if there is anything I need to do to help in this regard. I met with Sara Folk - the Construction Manager with the Public Works Department ---- her contact information if there are any questions is: sara.folk@co.kittitas.wa.us We discussed the need to put out some notifications in the newspaper two weeks ahead of time ---- I mentioned that last year one way of doing this was to get a couple of articles about the events into the newspaper and these articles had a description of the course (especially the cycling parts) to inform readers of the route and potential impact (though minor) on traffic. I mentioned the County Sheriff presences at several locations, the City Police at the entrance road in to the Park, and that cones/other signage indicating that the event is taking place will be placed out on the course early the morning of the event. Mandy mentioned she would be sending out a notification describing the input from the county groups shortly. Greetings It has been brought to my attention that the Board of County Commissioners authorized an exemption to the admission tax last year because your event is held within the City Limits of Ellensburg, with a few exceptions of using the County Roads. My apologies for the mix-up or any turmoil this may have caused. If you would dome a favor to alleviate this potential problem in the future, please create an account on the County's website, then create an Admissions Tax account and request an exemption "your event being in the Ellensburg City limits". This will be recorded in our Admissions Tax records, so not to create an issue in the future. As I researched our records, you have not registered on the County's website, nor have you remitted any Admissions Taxes for 2016 or 2017. Based upon the fact that no taxes have been received, I will have to recommend to the Board of County Commissioners that they not honor your request for the Special Event application for July 14, 2018. The application identifies the use of Umptanum and Manastash Roads as part of the bike course. Applicant has stated the event will require road closures or detour signs, but did not provide traffic or detour plans. This is unordinary road use that the traveling public is not routinely exposed to. Public Works will require traffic control techniques to be implemented for this event, which will include traffic control plans, and/or signing plans being provided to the county for review. The safety of both the event participants, and the traveling public would benefit from advanced warning signs, and traffic control strategies such as bikes on the roadway signs that would help mitigate the risk of bicycle and motorized vehicle conflicts. Additionally the applicant will be required to issue advanced notification for the event and any traffic impacts in the Daily Record and NKC Tribune two weeks in advance to inform the traveling public. Public Works recommends approval of this event based on these conditions being upheld.
