Kittitas County <br />Solid Waste <br /> <br />Agenda Staff Report <br /> <br />AGENDA DATE: <br />4/2/2019 <br /> <br />ACTION REQUESTED: <br />Request Boards signature on a Professional Service agreement with NRC Inc. <br /> <br />BACKGROUND: <br />Kittitas County Solid Waste operates the septage lagoons at the Ryegrass facility. These lagoons are <br />managed under our permit with the Department of Ecology and allow for land application of the biosolids at <br />an approve agronomic rate. <br /> <br />In 2018 Kittitas County did not land apply due to the difficulty in finding a contractor and running to late <br />into the season. <br /> <br />In January 2019 we were able to locate additional contractor to provide us with bids to land apply the <br />Biosolids in early spring. After reviewing the bids it was determined that NRC Environmental Services was <br />the lowest responsive bidder. <br /> <br /> <br />INTERACTION: <br />Department of Ecology, Prosecutors office and NRC Environmental Services. <br /> <br />RECOMMENDATION: <br />Kittitas County Solid Waste recommends Board of County Commissioners approval of the Professional <br />Service Agreement with NRC. <br /> <br />HANDLING: <br />Return 1 signed copy to Solid Waste <br /> <br />LEAD STAFF: <br />Patti Johnson <br />
