ACTION REQUESTED:
Request Boards signature on a Professional Service agreement with NRC Inc.
BACKGROUND:
Kittitas County Solid Waste operates the septage lagoons at the Ryegrass facility. These lagoons are
managed under our permit with the Department of Ecology and allow for land application of the biosolids at
an approve agronomic rate.
In 2018 Kittitas County did not land apply due to the difficulty in finding a contractor and running to late
into the season.
In January 2019 we were able to locate additional contractor to provide us with bids to land apply the
Biosolids in early spring. After reviewing the bids it was determined that NRC Environmental Services was
the lowest responsive bidder.
INTERACTION:
Department of Ecology, Prosecutors office and NRC Environmental Services.
RECOMMENDATION:
Kittitas County Solid Waste recommends Board of County Commissioners approval of the Professional
Service Agreement with NRC.
HANDLING:
Return 1 signed copy to Solid Waste
