<br /> <br />Public Notice <br />Kittitas County, Ellensburg WA <br /> <br /> <br /> <br />The Kittitas County Public Works solicits interest from consulting firms with expertise in Traffic Signal and Civil Design. This agreement will be for approximately two (2) years in <br />duration with the option for the Kittitas County Public Works to extend it for additional time and money if necessary. Consultants will be considered for the following project. <br /> <br /> <br /> <br />The Kittitas County Public Works reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless <br />of how much time and effort consultants have spent on their responses. <br /> <br /> <br /> <br />Project Description <br /> <br /> <br /> <br />The work to be performed by the CONSULTANT consists of performing Engineering and Environmental work required for the completed design of the University Way and Reecer Creek Road Intersection <br />Improvements Project. The proposed intersection project includes the design of a new traffic signal at the intersection of University Way and Reecer Creek Road including signal timing, <br />vehicle detection, and ADA pedestrian improvements. <br /> <br /> <br /> <br />Street Improvement Design <br /> <br />Traffic Signal Design including Accessible Pedestrian Signals and Vehicle Detection <br /> <br />Traffic Signal Timing Design <br /> <br />Design of ADA Pedestrian Crossing Improvements <br /> <br />Complete a Biological Assessment and Cultural Resource Report for the project as required <br /> <br />Environmental Analysis and Permitting <br /> <br /> <br /> <br />Submittal Evaluation Criteria <br /> <br /> <br /> <br />Submittals will be evaluated and ranked based on the following criteria: <br /> <br /> <br /> <br />Key personnel background and experience. <br /> <br />Overall PS&E experience. <br /> <br />Firms experience with design of street improvement projects especially in regards to intersections. <br /> <br />Firms experience with traffic signal design, signal timing, and design of ADA accessible pedestrian improvements. <br /> <br />Firms experience with environmental reporting and permitting. <br /> <br />Eastern Washington design experience. <br /> <br />Familiarity with relevant codes and standards. <br /> <br />Past performance/references. <br /> <br /> <br /> <br />Interview Evaluation Criteria <br /> <br /> <br /> <br />Interviews will be evaluated and ranked based on the following criteria for a total of 175 points: <br /> <br /> <br /> <br />An understanding of the scope of work (25 points) <br /> <br />Experience with the design of street improvement projects especially in regards to intersections (25 points) <br /> <br />Experience with traffic signal design and traffic signal timings (25 points) <br /> <br />Outline of a realistic schedule from executed consultant agreement to completion of bid documents (plans and specifications) (25 points) <br /> <br />Who would be the primary point of contact and what strategies have been successful in past projects when communicating with agencies (25 points) <br /> <br />Describe your teams strategies to keep on track of the project schedule and budget (25 points) <br /> <br />Experience working with the City of Ellensburg or Kittitas County (25 points) <br /> <br /> <br /> <br />Submittal <br /> <br /> <br /> <br />Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed <br />to project. Submittals shall not exceed ten (front and back) pages in length, utilize 12 point font. The ten page limit shall include title page and any submittal graphics. <br /> <br /> <br /> <br />Please submit FOUR copies of your Statement of Qualifications to: Taylor Gustafson at Kittitas County Public Works, 411 North Ruby, Suite 1, Ellensburg, WA 98926 no later than 10:00 <br />a.m. on Thursday, April 4th, 2019. Submittals will not be accepted after that time and date.
