BACKGROUND: On January 3, 2019 the Kittitas County Board of
Commissioners received an Event Application & permit fee
from ABATE of Washington to hold the 2019 Spring
Opener (June 27 - 30, 2019). Lyle Coyle, ABATE

Staff received recommendations of approval or contingent
approval from: Solid Waste, Public Works, Sheriff, Public
Health & Fire Marshal noting that the County Prosecutor
was unable to approve due to no insurance or endorsement
being issued at the time of Staff Report being generated.
The Sheriff’s Office indicated if ABATE commits to the
same additional level of security as in the past few years,
and that their security leads he would support approval of
the event, noting the noise waiver for three nights until 1:00
a.m. on June 27, 28, 29 and 30th 2019.
The Kittitas County Deputy Prosecutor (Chris Horner)
indicated that until he has seen the Endorsements and the
Certificate of Insurance naming the County, he could not
recommend an approval of the request.

Reed, Road Foreman) submitted a recommendation to
approve the Special Event Permit with a recommendation
of the following criteria: advance notice be given to the
public though adverting in the Daily Record and the
Northern Kittitas County Tribune newspapers, two weeks
in advance to inform the public.
The Kittitas County Fire Marshal’s Office stated the
following: Upon review of the above permit application, I
have the following comments/requirements:
A Fire Marshal “Special Events/Assembly” permit must be
submitted to Community Development Services prior to the
event – this application was not present in the County
Board of Commissioners Event Application packet.
Contact with the Fire Marshal’s Office must be made prior
to the event to schedule an on-site inspection to include, but
not limited to vendor booths, assembly areas, egress, fire
lanes, etc. This can be scheduled during or after setup of
the event as to not delay the start of the event.
If a burn-ban is in effect for the zone (Zone 3) at the time of
the event, an additional permit may be needed to allow fire
in approved fire rings – contact the Fire Marshal’s office
48-72 hours prior to the event to confirm burn ban and to
determine if a permit will be required.
All vendor booths must have a current fire extinguisher in a
conspicuous location. The extinguishers shall be an ABC
extinguisher, minimum rating 2A/10:BC (Minimum 5lbs).
All extinguishers must have a current inspection tag within
the past 360 days by a third party vendor. Any cooking
operations involving fryers or grease must have a Class
K extinguisher in close proximity to the cooking station.
Daisy-Chained extension cords and daisy-chained power
strips are not permitted.
Phoenix Security or a member of the event staff must be
tasked with monitoring fire lanes and egress routes to keep
clear of vehicles and obstructions.
Power generators must be placed so that exhaust is not
directed toward vendor or assembly areas. Generators must
be equipped with listed spark arrestors.
The applicant is requesting a waiver to the following:

Bond of Indemnity since the event is located at Silver
Ridge Ranch and the waiver was granted for their 2014,
2015, 2016, 2017 & 2018 event with no damage to any
property, they feel 2019 will be no different.

since their event is scheduled to begin at 6:00 a.m. and go
until 1:00 a.m. According to the County Code, events shall
not be open to the public before the hour of 7:00 a.m. and
shall remain open to the public until such time as approved
by the Board of County Commissioners in the application
process.
