arising out of personal injury (including death) or property damage that may result from
performance of the Services or this Agreement, whether such performance is by Contractor
or any of its employees, agents or representatives.

receiving such notice of termination, Contractor shall, except as otherwise directed by the County,
immediately stop performing the Services to the extent specified in the notice. In the event the
County terminates the Contractor's Services, the Contractor is obligated and hereby agrees to
refund to the County all monies paid for Services not yet rendered by the Contractor, if any, as of
the date of the notice of termination.

Response 1: This project is the Washington Search and Rescue 2019 Conference proposed for
Project/Event June 17-23 2019 in Ellensburg at a split venue of CWU and KVEC.
Description *
Sheriff Gene Dana and Kittitas County SAR committed to partnering with the WA
State SAR Volunteer Advisory Council (SARVAC) for co -hosting the SAR
Conference in Ellensburg for a test run of the new model in June 2018. It was split
between the turnkey classrooms at the CWU SURC and the facilities at the Event
Center. It received very high ratings and positive feedback from participants and
instructors and most attendees wanted to see the model continue in Ellensburg in
2019.
This Conference is dedicated to training for Search and Rescue volunteers and
professionals. In 2018, it started to become difficult to find a county to host it due to
the burden it places on host counties. SARVAC decided they would change the
model of the conference and take on the "hosting" in a turnkey style. Kittitas
County was identified as the first choice based on the central location within the
state and ideal facilities for the training. The 2013 SAR Conference was hosted in
Kittitas County at the Event Center.
The Conference typically has 250-350 attendees. The conference is always open
to the public and consists of a growing vendor show and display area, air resource
display, and this year included a "mounted shooter" show. SAR volunteers like to
explore new areas and communities and enjoy recreation in the outdoors. This
conference brings volunteers of all ages to Kittitas County, where they eat in our
restaurants, stay in our hotels, explore what we have to offer, camp and stay here,
and want to come back.
The event is currently planned to remain in Kittitas County and we can expect word
of what we have to offer to expand through friends, family, and advertising. The
Kittitas County SAR program was organized in early 1990. The program is
overseen by the Sheriff's Office in a partnership with Kittitas County SAR, which is
a non-profit 501c3 organization completely operated by volunteers. SARVAC is a
statewide volunteer organization that oversees training and other volunteer needs
including training provided by Washington State Department of Emergency
Management, which provides funding for some instructors and specific classes at
the conference.

Offset cost of using the Kittitas Valley Event Center
21 Projections of Increased Tourism
Please provide the following estimates of how any money received will result in increases in the number of people
traveling for business or pleasure on a trip:
1. Away from their place of residence or business and staying overnight in paid accommodations;
2. To a place fifty miles or more away from their place of residence or business for the day or staying overnight;
3. or from another country or state outside of their place of residence or business.
You must provide the evidence utilized in determining your projections.
Response 2.1: 1. Away fromtheir place of residence or business and staying overnight in paid accommdations;
Projection* The Conference will be hosted in Kittitas County and is designed, intended, and
proven to draw volunteers in from all over Washington State and at an international
level. The money received will be used to offset the cost of using the Event Center,
Mich is a primary reason why we are able to host the conference here on an
annual basis.
In the 50 years of Conference, there have been consistent annual attendees from
at least Oregon, Idaho, Canada, New Zealand and Iceland to name a few. SAR
volunteers and their families are by nature outdoor enthusiasts and are naturally
interested in what Kittitas County has to offer. That interest requires staying in our
hotels, eating at our restaurants, shopping at our stores, and filling their gas tanks
here.
The volunteers frequently bring friends and family that recreate and enjoy the area
while the volunteer is attending the conference, and that enjoyment continues after
conference hours and before and after the conference starts. It also puts Kittitas
County "on the map" by word of mouth and shows how easy it is to get here and
enjoy what Kittitas County has to offer.
The Conference hosts some camping available on the Event Center lot (for the
fees paid directly to the event center), however the majority of instructors and
attendees stay at hotels or RV camp grounds with full hookups available.

Response 2.1; The WA State Search and Rescue Advisory Council provided approximate cost
Evidence * projections for the money that was spent within Kittitas County during the 2013 and
2018 Conference. It is our intent to expand and clarify on these projections through
additional questions and figures added into the participant survey submitted by all
attendees at the conclusion of the conference.
Note: Tourism expenditure averages based 400 attendees based on the 2018
Conference attendance. They used an average of 3 nights in a hotel, 4 days of
meal costs, and misc. costs such as groceries, snacks, coffee, water, and an
average of two tanks of fuel during their stay.
Hotel, Motel: $187 average X270x3 nights = $151,470
Camping: $52 average X100x3 nights = $ 15,600
Total spending introduced into Ellensburg and Kittitas County = $167,070

Response 2.2: 2.To a place fifty miles or rrore away fromtheir place of residence or business for the day or staying overnight;
Projection * The WA State SAR Conference has been hosted within Washington State for the
last 50 years. It has only been to Kittitas County in 2013 and 2018 so far, but there
have been consistent annual attendees from at least Oregon, Idaho, Canada, and
Iceland just to name a few.
The majority of participants come from western Washington, with an approximate
estimation of only 20-30 attendees attending from the local area or within a daily
driving distance (Yakima County).
2500 character lirrit
Response 2.2: We will be adding additional survey questions for the 2019 Conference to confirm
Evidence * exactly how many miles are travelled to and from the area, however the event is
designed and intended for out of area attendees and that is the majority of annual
participation. The majority of attendees come from Western Washington and the
greater Northwest.
2500 character lirrit
Response 2.3: a or from another country or state outside of their place of residence or business.
Projection * In the 50 years of Conference, there have been consistent annual attendees from
at least Oregon, Idaho, Colorado, Canada, and Iceland to name a few. This
conference is well known and is frequently regarded as "the best conference in the
Western United States" and is a rare opportunity for volunteers within the U.S. and
draws international attendees as well.
2500 character lirrit
Response 2.3: This information will be clarified and formally produced in survey results starting in
Evidence* 2019, however it is based on my personal observations and the observations of
event organizers and host agencies for at least the last 10 years of operation.

31 Measuring Results
What tools WII you use to measure your event's impact on tourism? Please be specific and provide examples. Include the
following information:
A. Is your project/event year-round or is it seasonal or date -specific? Go to definitions of terms.
B. What strategies will you employ to assure you are attracting tourists from at least 50 miles away?

event/project funding request?
Response 3: What tools will you use to rreasure your event's irrpact on tourisni? Fease be specific and provide exarrples.
Measuring Results*
Response 3 A:
Measuring Results*
Response 3 B:
The primary measurement for the tourism impact from this annual conference will
be attendance and the tracking of overnight stays at local hotels, motels and
campgrounds.
We will develop survey questions within the post attendee survey to ask information
on impact, such as what type of activities they did before or after the conference, if
they did or plan to return for recreation or for personal reasons, and similar
questions.
2500 character lirrit
A. Is your project/event year-round or is it seasonal or date -specific?
f Year Round r Seasonal r Date Specific
Your selection here should be supported by the dates you provided above, in the Reject or Event Information section.
E3 What strategies will you errploy to assure you are attracting tourists fromat least 50 riles away?
Measuring Results* The conference is designed and intended for this currently, however there is an
expected jump in attendance from hosting the event in a predictable location
annually, and there should be a natural increase an attendance as we develop this
new format of hosting.

Response 3 C: C What strategies will you use to assist in rrarketing all of Kittitas County as a tourist destination with your
Measuring Results* event/project funding request?
There are individual packets handed out to each attendee (swag bags) every year
during conference registration, including handouts and information from upper and
lower county tourism businesses, venues, establishments, and advertisements.
This will continue to be utilized and we will add information about Kittitas County
and ideas for things to do while here to the WA SARVAC registration website or
include it as a downloadable form after registration. In 2018 we were able to publish
a PSA regarding the event in the Daily Record during the event.

Application Questions: Part 3
41 Collaboration
If your organization collaborates or has created partnerships with other organizations, groups, or other
events, how is this accomplished?
Collaboration* This entire conference is designed as a collaborative effort between the volunteer
organizations: Washington SARVAC, Kittitas County Search and Rescue, the
government organizations WA State Department of Emergency Management,
Kittitas County Sheriffs Office, Kittitas County Event Center, and Central
Washington University. We also work with the Ellensburg Chamber of Commerce
for handouts and tourism information and with local hotels and businesses to
arrange pre -booked blocks of registrations and published fares and rates.
2500 character lirrit
51 Future Plans
Please explain what plans exist to allow this project to become self-sustaining. Include any plans for ticket
sales, event sponsors, and other cost -recovery models.
Future Plans* All funding for the conference is obtained from registration fees paid by the
volunteer attendees out of pocket. If any additional costs are incurred, the fees will
be increased to cover them. We believe that if we start this as a consistent and
annual event in Ellensburg, we will be able to attract more local food and supply
vendors to our vendor show area, and we could potentially offset some of the
annual costs through fees charged for that space.

61 Additional Information
Provide any additional information which will assist the Lodging Tax Advisory Committee in evaluating your
project and its benefit to tourism.
Additional Information This is an educational conference for SAR Volunteers. Most attending are from
Washington State. This kind of visitor exposure to Kittitas County is expected to
produce repeat visits for recreation and training for SAR volunteers and there
families.
However, there is a greater purpose for this conference. These SAR Volunteers
attend the conference so that they are prepared for SAR missions year around in
the communities that they live in. In most counties in Washington State, SAR
volunteers are used as a support resource for a wide variety of emergency
services.
Note that this past spring hundreds of SAR volunteers from other counties in
Washington State came to Kittitas County for an evidence search. They stayed for
multiple days in our county to assist our community during a time when we needed
help.

The attendee fees to the volunteers will be increased to cover additional costs.
They already pay out of pocket for the $150 registration fee plus fuel and vehicle
usage to attend, and food/supplies during their stay, in addition to any required
equipment or items needed for specific training. It is possible the Event Center will
be charging for use of their facility in 2019, which could be approximately $30,000
or more in additional unfunded cost.

Dave,
Depending on budget allocations for any given year, the state SAR office issues contracts for about $35,000.00 to bring
in world class instructors from across the country and around the world. This enhances the conference and leads to
greater attendance.

Subject: Funding
Hi Chris,
We are working with our county commissioners currently on the availability and what we can use at the event center for
the 19 conference. They have asked to know what, if any, funding gets allocated at the State level towards the
Conference and how that is divided up. Could I get you to just send me an email I could print with a brief rundown?
Bill, would you mind providing a brief rundown of the income and expenses of SARVAC funds from the 18 conference
that I can show them?
Thanks for your help guys,
Dave
