Project Name: 2019 Water Right Technical Assistance
Description of Work Cost
Aspect Consulting, LLC (Aspect) assisted Kittitas County with Aspect will perform this
acquisition of the Schnebly water rights and successful transfer of those work on a time-and-
rights to the trust water program. Pursuant to a lease agreement between 11 materials basis, not ~to-
Kittitas County and the Schnebly's, a new mitigated t e mporary permit is exceed :
needed through 2027 to continue authorization of irrigation on the
Schnebly property with Kittitas County lease water. Aspect will prepare a $2,350
new water right application (including $50 fee), public notice (including
$300 fee), and front-loaded temporary permit for Ecology review and
approval. Aspect wi 11 coordinate this work with a separate contract with
the Schnebly's for a new mitigated permit for their retained 25.05 acres,
including joint notice and Water Transfer Working Group presentation.
Aspect understands Kittitas County has already completed SEP A on the
original project and that the Department of Ecology is anticipating this
approach based on communications by Kittitas County's attorney. Aspect
cannot completely predict what comments may be received during the
public notice period , nor what review comments Ecology may raise , and
will coordinate with Kittitas County if unforeseen scope changes arise.
This change amends contract between Aspect Consulting, LLC and Client dated November 6, 2013.
Except as amended above , all terms and conditions of contract apply to this contract change.
