AGENDA DATE: December 18, 2018
ACTION REQUESTED: Request to Set a Public Hearing for January 15, 2019 at 2pm to
consider an irrigation franchise with Eric S. Moe, Sydney A. Moe,
Molly B. Nisbet and Peter B. Nisbet on Dodge Road.
BACKGROUND: Eric S. Moe, Sydney A. Moe, Molly B. Nisbet and Peter B. Nisbet
currently lease property to Zirkle Fruit Company. Zirkle Fruit
Company has applied for an irrigation franchise, as applicant
agent, to cross Dodge Road to service the property currently leased
for agricultural operations. The proposed franchise is to install a
6" irrigation pipe approximately 1.1 miles south of Thrall Road.
Upon approval of the irrigation franchise, a right of way permit
will be required to conduct the proposed work.
The Franchise Application is complete and the appropriate
application fee has been collected.
INTERACTION: Public Works
RECOMMENDATION: Set a public hearing on January 15, 2019 at 2:00 pm and advertise
accordingly, to consider an irrigation franchise with Eric S. Moe,
Sydney A. Moe, Molly B. Nisbet and Peter B. Nisbet across Dodge
Road.

Pursuant to KCC 15A.03.040, upon receipt of the application, Kittitas County Public Works will
contact the applicant to schedule a meeting with the Director of Public Works and/or the County
Engineer to discuss terns and conditions of franchise agreement and schedule a Public Hearing for
consideration of the franchise agreement by the Board of County Commissioner's.

Franchise Application — Project Description
Zirkle Fruit Company proposes to cross under Kittitas County road right-of-way with irrigation pipelines
in two locations. The first project will cross under Dodge Road with a 6" irrigation pipe approximately
1.1 mile south of Thrall Road. The second project will cross under Payne Road with a 10" irrigation pipe
approximately 0.78 mile south of Thrall Road. Each location is marked on attached maps.
Zirkle Fruit will trench, back -fill and repave according to Dept. of Public Works specifications and will
establish a traffic plan that allows vehicles to safely pass through the site while construction is
underway.
Zirkle Fruit will employ a licensed contractor, Arrowhead Construction, to perform the work and the
project will be completed as soon as possible after the permit is issued, weather permitting. Each
project will take less than a day to complete. The contractor will install the pipeline in one-half of the
roadway and backfill before opening the other half of the road. This will allow vehicles to pass through
the project site without closing the road and detouring traffic.
