BACKGROUND: Zirkle Fruit Company has applied for an irrigation franchise across Payne Road. The proposed franchise is to install a 10" irrigation pipe approximately 0.78 miles south of Thrall Road. Upon approval of the irrigation franchise, a right of way permit will be required to conduct the proposed work. The Franchise Application is complete and the appropriate application fee has been collected. INTERACTION: Public Works RECOMMENDATION: Set a public hearing on January 15, 2019 at 2:00 pm and advertise accordingly, to consider an irrigation franchise with Zirkle Fruit Company across Payne Road. Box 190 Selah, WA 98942 509-697-6101 Franchise Application — Project Description Zirkle Fruit Company proposes to cross under Kittitas County road right-of-way with irrigation pipelines in two locations. The first project will cross under Dodge Road with a 6" irrigation pipe approximately 1.1 mile south of Thrall Road. The second project will cross under Payne Road with a 10" irrigation pipe approximately 0.78 mile south of Thrall Road. Each location is marked on attached maps. Zirkle Fruit will trench, back -fill and repave according to Dept. of Public Works specifications and will establish a traffic plan that allows vehicles to safely pass through the site while construction is underway. Zirkle Fruit will employ a licensed contractor, Arrowhead Construction, to perform the work and the project will be completed as soon as possible after the permit is issued, weather permitting. Each project will take less than a day to complete. The contractor will install the pipeline in one-half of the roadway and backfill before opening the other half of the road.
