ACTION REQUESTED:
Request to approve Request to Approve Aspect Consulting Contract Change 22 related to the Schnebly
water rights purchase and lease agreement.
BACKGROUND:
When staff completed the Schnebly transfer process in 2017, the resulting Report of Examination ( ROE)
allowed for a 2 year development schedule to pursue a temporary permit for the 10 year lease portion of the
transfer. Kittitas County must obtain this temporary permit by June of 2019.
Aspect will take the lead on the front-loaded permit process.
