'A5pect 'CONSU LT ING Contract Change Contract No.: 21 I Project No.: 1503 3 8 I Date: November 26, 2018 Client: Kittitas County Project Name: 2019 Water Right Technical Assistance Description of Work Aspect Consulting (Aspect) is assisting Kittitas County with expanding its water bank to cover all developable parcels in the County . Significant over-the-county (OTC) and permit coverage exists in the Upper and Lower County through past acquisitions and permitting related efforts. Targeted expansions are planned for 2019 in harder to mitigate areas. These include the following : • Expansion of mitigation above KRD in the Lower County. A pilot in the Wilson-Caribou subbasin is being coordinated by Ecology currently that looks like it will be approved by June 30, 2018. The next step will be to seek further expansion into other subbasins. • Expansion of green zone coverage through use of County in-lieu fee or other mitigation projects in other key basins (e.g. Teanaway). • Completion of permitting for remaining back-mitigation obligations . • Expansion of the County's portfolio to ensure adequate mitigation for future growth . Aspect will provide on-call permitting, hydrogeologic support, technical support, Ecology coordination and facilitation, Water Transfer Working Group attendance (as requested), or other services as directed by Kittitas County. We understand that Kittitas County continues to add internal staff capabilities to handle a greater percentage of water banking responsibilities . Based on the information available, Aspect forecasts providing technical assistance not-to-exceed $17,500 in the first quarter of 2019. Aspect will keep Kittitas County updated monthly on progress towards meeting these goals .
