Significant <br />over-the-county (OTC) and permit coverage exists in the Upper and <br />Lower County through past acquisitions and permitting related efforts. <br />Targeted expansions are planned for 2019 in harder to mitigate areas. <br />These include the following: <br />•Expansion of mitigation above KRD in the Lower County. A pilot <br />in the Wilson-Caribou subbasin is being coordinated by Ecology <br />currently that looks like it will be approved by June 30, 2018. The <br />next step will be to seek further expansion into other subbasins. <br />•Expansion of green zone coverage through use of County in-lieu <br />fee or other mitigation projects in other key basins (e.g. <br />Teanaway). <br />•Completion of permitting for remaining back-mitigation <br />obligations. <br />•Expansion of the County’s portfolio to ensure adequate mitigation <br />for future growth. <br />Aspect will provide on-call permitting, hydrogeologic support, technical <br />support, Ecology coordination and facilitation, Water Transfer Working <br />Group attendance (as requested), or other services as directed by Kittitas <br />County. We understand that Kittitas County continues to add internal staff <br />capabilities to handle a greater percentage of water banking <br />responsibilities. In addition, the expectations of Ecology for complete <br />water bank coverage in the County cannot be readily predicted. Based on the information <br />available, Aspect forecasts providing technical assistance not-to-exceed <br />$17,500 in the first quarter of 2019.
