ACTION REQUESTED:
Staff is requesting approval of the first amendment to option agreement for package B mitigation
certificates.
BACKGROUND:
Kittitas County entered into an option agreement with the Schneblys in 2017 providing the Schneblys an
option to purchase up to 34 Package B Mitigation Certificates from the County if the County could establish
a water bank suitability zone in the area Scheblys own parcels above the Kittitas Reclamation District
(KRD) canal. Staff is working on this effort, but needs a 6 month extension to the original timeline to
complete the work.
This extension give the County until July 1, 2019 to complete the "Above KRD" permitting effort with
Ecology.
