Project Description: Describe the scope of work. Indicate the major work involved, including a brief comparison of existing and proposed conditions. The City of Ellensburg is nearing the completion of the design phase of the Illinois Municipal Well and has secured the appropriate permits associated with this new well. The City of Ellensburg has sufficient water rights for the addition of this municipal well, as well as others as needed in the future. The construction of the well is needed to ensure the City continues to have adequate water supply to support our residents as the City continually expands. The well is permitted to be drilled approximately 2000 lineal feet northeast of an existing well adjacent to Mount Stuart Elementary school. After securing the required permits for an additional point of withdrawal of the City's water rights, the City was able to acquire the necessary property for the well. The proposed project will drill the municipal well. Upon completion of the well drilling, the City will then be able to final the design for the pump, well house, and other items necessary to begin pumping water to the City's water system. This work can only be completed upon completion of the well drilling and the collection of appropriate material samples taken during the well drilling operation. These soil samples determine the required well screen design and pump selection. 2. Explain the specific Infrastructure issues the project addresses and how they are linked to economic development improvements. Expansion to the City of Ellensburg's water system is necessary to support continued growth within the City Limits and its Urban Growth Area (UGA). This project was also identified as the top 'Source Improvements' project in the City's 2014 Water Systems Comprehensive Plan, with the plan stating "This well is required by 2023." If funded, the drilling of the well would take place in 2019. Upon completion of the well drilling the City would also complete the design of outfitting the well with the appropriate screens, pumps, and a well house in 2019. The required construction for outfitting the well would be completed in 2020 . The drilling and outfitting of this well is essential in maintaining adequate water supply to keep up with the continual growth in the City of Ellensburg. 3 . Preliminary Engineering Phase: Underway (95% Complete) Estimated Start Date: Nov. 20, 2017 Estimated End Date: Dec. 31, 2018 Please explain phase status (work already completed, in progress, awaiting funding, etc., and factors that may slow phase progress). The City has contracted with a hydrogeologist to complete the design of the well drilling, which is approximately 95% complete. The City has also secured all required permits for the drilling of the well. Upon securing the remaining unbudgeted funds that this grant application is requesting, the City will be immediate available to advertise for bids for the well drilling project, with construction likely to begin early 2019. 8 4. Right of Way Phase: Completed Is It Required? Yes ___ No_X_ Estimated Start Date: _______ _ Estimated End Date: ________ _ Please explain phase status (work already completed, in progress, awaiting funding, etc., and factors that may slow phase progress). Acquisition of the property for the well site was completed in 2017, therefore this phase is complete. Construction Phase : Estimated Start Date: Jan. 2019 Estimated End Date: S.ept. 2019 Please explain phase status (work already completed, in progress, awaiting funding, etc., and factors that may slow phase progress). The required permitting and ROW acquisition phases have been completed for this project. Design of the well drilling is 95% complete and will be 100% complete by Fall of this year. Upon securing the remaining unbudgeted funds that this grant application is requesting, the City will be immediately available to advertise for bids for the well drilling project, with construction to begin early 2019. 6. Indicate if the project is consistent with the following applicable state, regional and local plans and prioritization processes: 0 Overall Economic Development Plan -Officially Adopted _________ _ X Comprehensive Land Use Plan -Officially Adopted -=D""'e ___ c.'"'"1 ___ 8__., ___ 2""0"""1-'-7 _____ _ X Capital Facility Plan -Officially Adopted May 2014 Water System Plan D Community Action Plan (or other community-based plan) -Officially Adopted _______ _ 0 Six-Year Transportation Improvement Plan -Officially Adopted ____________ _ D Site-specific development plans; e.g., Community Master Plan -Officially Adopted _____ _ D Other __________ _ 7. Explain how this infrastructure project has been coordinated, or will be coordinated with other jurisdictions, such as counties, cities, state/federal agencies, and with \economic development organizations during planning, design, financing, construction and/or operation phases. The City of Ellensburg has worked closely with the WA Dept. of Health, and WA Dept. of Ecology in securing the necessary point of withdrawal of water permits associated with a municipal well and provided sufficient proof of our allotted water rights, which was necessary in securing all of our required permits. This project is also specifically called out as a required project in the City's Water System Plan as a needed project to accommodate past, present, and future growth in the City of Ellensburg. 9 8. Explain how the infrastructure project will help meet the economic development goals of your community and/or region. If this project is not done, will the anticipated private development still take place? As outlined in the City's 2014 Water System Plan , the construction of a well north of Mount Stuart Elementary is the top Source Improvement project, and according to the Plan, is required by the year 2023. In 2023, the projected water consumption would begin to exceed the City's source production capacity. The addition of the well to the system would support projected demand through the year 2032. Therefore, the need for the well has a direct impact on future development. 9 . Describe any feasibility or predevelopment studies that demonstrate the linkage between the proposed Distressed County Infrastructure improvements and the anticipated economic outcomes. As previously mentioned, the City's Water System plan specifically calls for this well to be operational by the year 2023 to keep up with the demand for water usage as the City continues to expand and develop. 10. Indicate if other needed infrastructure (e.g., sewer, water, power) is in place or if there is a plan for getting it in place. The municipal well will need a connection to the City's power and water systems . Connection to City power will be needed for future pumping of the well, and connection to the water system will allow for the pumped water to be added to the City's system for distribution. Electrical conduit is currently being extended to the project site to immediately be available to serve the well. 11. Indicate the Estimated Number of Businesses Created/Retained by the Project. _8 __ 9 ___ _ Per the 2014 Water System Plan, approximately 13% of the City of Eilensburg's Water Consumption is attributed to commercial and industrial customers . With the anticipated well production anticipated at 1000 gallons per minute or a max daily supply of 1,440,000 gallons, with an estimated 187,200 gallons (13%) attributed to future commercial and industrial customers. Also, per the Water System Plan the average commercial and industrial customer has a Maximum Day Demand (MOD) of 2106 gallons . Therefore, the estimated number of commercial and industrial customers the well would support is 89 additional commercial and industrial customers, in addition to over a thousand residential customers. 12. Indicated the Estimated Number of Jobs Created/Retained by the Project. 356 As stated above, with the new well being able to support approximately 89 new commercial and industrial customers, and if these new customers averaged 4 employees per water customer, it is estimated that 356 new jobs would be supported.
