Scope of Work
Reecer Creek FEMA Flood Hazard Analysis and Mapping
Kittitas County, WA
Watershed Science & Engineering (WSE) will conduct detailed hydraulic modeling and analysis to evaluate
current flood risk along approximately 5.5 miles of Reecer Creek between the Town Ditch and KRD Canal,
and along approximately 1.5 miles between University Way and the Reecer Creek Confluence with the
Yakima River near Highway 97 . The purpose is to develop new flood hazard mapping to update the FEMA
Digital Flood Insurance Rate Map (DFIRM) for Kittitas County. WSE will follow FEMA technical guidelines to
complete the hydraulic analysis, then will submit the new flood map and supporting technical
documentation to the County. The County will submit the documents to FEMA for review and
incorporation into the DFIRM. FEMA will be responsible for refining the map to meet FEMA's detailed
DFIRM cartographic standards, and for incorporating the new flood hazard data into the county-wide
DFIRM and Flood Insurance Study report.
The following tasks will be completed by WSE .
Task 1. Data Collection and Review
WSE will collect and review existing data needed to conduct the study. Data will include but not be limited
to:
• effective Flood Insurance Study (FIS)
• preliminary FEMA DFIRM materials created by the STARR team
• stream flow discharge records including those for neighboring gaged streams
• historical high water mark locations and elevations
• current and historical aerial photographs
• topographic data including recent LiDAR
• bridge and culvert plan and or survey
• anecdotal information and photographs of past flood events on Reecer Creek
Task 2. Field Reconnaissance
WSE will conduct a one-day field reconnaissance of the study reach to:
• document channel and floodplain conditions
• examine road crossings
• examine historical high water mark locations and elevations
• refine locations where stream channel cross sections will be surveyed (see next task)
WSE will also meet with County staff to discuss historical flood observations and survey needs.
Task 3. Survey --Stream Cross Sections, Road Crossings
WSE will create a map showing required survey locations including; stream channel cross sections and road
crossing data. The County will use in-house survey staff or an on-call survey consultant to complete the
survey. WSE staff will meet with the survey team to discuss the survey. Upon completion of the survey,
the surveyor will provide WSE with the following:
• original survey data -(FEMA requirement. It will be included in the project archive)
WATERSHED
SC IEN CE & E NGINEERI NG October 9, 2018
• AutoCAD file showing location and elevation of each surveyed point
• ASCII file of survey points (PNEZD)
Task 4. Hydrologic Analysis -Flood Discharges
WSE will estimate the magnitude ofthe 10-, 50-, 100-, and 500-year annual instantaneous peak flood
discharges using regional relationships and will develop flood inflow hydrographs for Reecer Creek.
Task 5. Hydraulic Modeling
WSE will create two separate two-dimensional (2D) hydraulic models to cover the two Reecer Creek study
reaches: One model will cover Reecer Creek from the EWC Canal to the KRD canal (approximately 5.5
miles), and the second will cover Reecer Creek between University Way and Interstate 90 (approximately
1.5 miles). Both models will be completed using the U.S. Army Corps of Engineer's Hydraulic Engineering
Center -River Analysis System (HEC-RAS).
The 2D models will be used to estimate flood inundation limits, flow paths and FEMA specific data including
floodplain boundaries. The models will depict channel and floodplain geometry using field surveys and
2011 LiDAR. The geometry of road crossings will be coded using surveys, as-built plan sets, and/or
dimensions collected by WSE during the field reconnaissance. Required model variables including
Manning's roughness values and culvert entrance and exit loss coefficients will be determined through
model calibration or estimated using engineering judgement. Downstream boundary conditions will be
established using normal depth method internal to the model.
If reliable high water mark and discharge data can be collected , WSE will calibrate the model to reproduce
the event(s). If data is not available, WSE will use engineering judgement to refine the model to generally
reproduce flood characteristics observed by County staff and floodplain residents.
Once the model is complete, it will be run for the 10-, 50-, 100-, and 500-year events. 100-year results will
be used to generate the flood inundation boundaries and base flood elevations necessary to update FEMA
mapping.
Task 6. Field Verification of Hydraulic Modeling
WSE will conduct a one-day field reconnaissance of the study reach to verify initial modeling results and
assumptions. This will include collection of additional field measurements as necessary to update the
model to accurately reflect observed conditions .
Task 7. Flood Hazard Work Map
WSE will use the 2011 LiDAR, field survey data, and County GIS layers to create the base map upon which
the flood data will be added. WSE will map 100-year flood inundation boundaries and base flood
elevations (100-year flood water surface elevations) based upon the hydraulic modeling completed in Task
5. WSE will meet with the County to present and discuss the preliminary maps. WSE will refine the maps
upon receipt of County comments.
Assumptions: Study maps will be submitted as "Approximate Zone A" mapping with base flood elevations .

Task 8. Study Report
WSE will prepare a technical report to document study methods, assumptions, and results. The report will
include all materials required by FEMA including flood profiles, data tables and the flood hazard work map.
The report will be submitted to the County for review and comment. WSE will finalize the report upon
receipt of comments and will then prepare the FEMA submittal package. Time has also been included
under this task to allow for WSE's senior engineer to participate in a community meeting in Kittitas to
present and discuss study results.
Task 9. FEMA Submittal and Coordination
The County will submit the study to FEMA. WSE will support the County through the FEMA review. Note -
it will be the responsibility of FEMA or their study contractor to refine the flood hazard work map to meet
required detailed DFIRM cartographic standards, and for incorporating the new flood hazard data into the
county-wide DFIRM and Flood Insurance Study report.
Task 10. Project Administration
WSE will conduct general project administration activities including keeping the County's project manager
informed of all significant project related news, preparation of monthly invoices and general contract
management. WSE will provide information needed by the County's project manager to upload progress
reports and study materials to the MIP. WSE will upload certain materials when required.
