RE: 2018 Huffman's Farm U -Pick Pumpkin Patch
Hilary Huffman and I were able to discuss in more detail the toilet facilities, water access, and food
safety activities at the 2018 U -Pick Pumpkin Patch.
A temporary food service permit from Kittitas County Public Health shall be obtained before any food
service begins on site. If the application for permit is received less than two weeks prior to the first
event, a late fee may be assessed.
Although 9,000 people are estimated to attend during the entire month of events, no more than 500
people are in attendance at any one time. Therefore, the 3 standard and 1 ADA sanicans satisfy the
requirements for toilet facilities at the event. Portable handwashing stations, provided and serviced by a
contracted party, are available with these toilet facilities.
The event location is not served by a public water system, but members of the public will have no access
to the water source at the event. Instead, the handwashing stations are serviced from a public water
supply, all food preparation activities take place at the Kittitas County Event Center, and all water used
and served to the public from the concessions stand is from commercially bottled sources.
If the information provided is true, accurate, and there is stewardship in following through with such
statements then the applicant, Hilary Huffman, has at this time met the requirements of the Kittitas
County Public Health Department.

The Board of County Commissioners has received an event application from Huffman Farms
for their 2018 Pumpkin Festival.
As of this date, they have not registered nor have they submitted any admissions tax for the
2017 event. We recommended Huffman Farms register online and submit admissions tax for
the 2017 event, before approval of the 2018 event, penalties will apply for failure to report.
have also attached a copy of the letter that was sent last year.

On March 17, 2016, the Board of County Commissioners enacted an admissions tax, per
Kittitas County Ordinance 2016-003. This ordinance requires a 5% admission tax be
collected and remitted on events that you are charging to participate in an activity.
According to the information on your website you are charging to participate in the haunted
house, corn maze, field trips and other events you charge to attend. These are qualifying
events to collect the Admissions tax.
The process is all completed electronically; you will register on the County's website and sign
up to remit the 5% tax to the County/

Dear Board of County Commissioners:
After review of the Event/Permit Application, the following is required;
All structures open to the public shall have one 2A-IOB, C fire extinguishers readily
available.
Any LPG tank shall be physically secured to prevent displacement.
Extension cords may not be piggy -backed or daisy -chained together and should be placed
in a manner that minimizes trip hazards.
Parking shall be such that fire apparatus access is maintained at all times and access roads
shall remain free of obstructions.
Please insure that all required permits have been issued 14 days in advance of the event at
which time an on-site inspection will be scheduled.
The intent of the International Fire Code is to provide a reasonable level of life safety and
property protection from the hazards of fire, explosion or dangerous conditions.
The requirements listed above offer a reasonable level of fire and life safety protection
for this project. Any questions or concerns regarding fire service features or the
comments listed above may be directed to the Kittitas County Fire Marshals' Office at
509-933-8202.

SUBJECT: Huffman Farms
After review of the special event application submitted by Hilary Huffman to host the Huffman Farms U -
Pick Pumpkin Patch on October 6, October 7, October 12, October 13, October 14, October 19, October
20, October 21, October 26, October 27, October 28, 2018, 1 have found the applicant has identified that
this event will not obstruct, interfere, or require the closure and fi•ee use of public roads and rights of way.
The application indicates that all event parking and traffic impacts can be maintained on private property.
The event location is accessed from Wilson Creek Road, which is a County road. The applicant would be
required to ensure that no unmitigated adverse impacts to the traveling public along Wilson Creek Road
will occur from this proposal. Public Works acknowledges the approval from the fire district for use of
the bridge.
Kittitas County Public Works requires that the applicant post "Event Ahead" signs along Wilson Creek
Road.
Public Works recommends approval of this event based on this information and proposed condition.
