ACTION REQUESTED: Requesting Approval of an Ordinance Adopting Amendments to Kittitas County
Code Regarding Solar Power Production Facilities, Adopting the Official Solar
Power Production Facilities Overlay Map, and Rescinding Moratorium on
Accepting Applications for Solar Facilities that Qualify as Major Alternative
Energy Facilities
BACKGROUND: The Kittitas County Board of County Commissioners held an open public
hearing on September 10, 2018 to consider proposed amendments to Kittitas
County Code regarding Solar Power Production Facilities. After consideration of
the staff report, Planning Commission recommendation, public comment, and
evidence submitted, the Board unanimously approved the proposed regulations
with certain amendments, and directed staff to prepare enabling documents that
incorporated the changes. The attached ordinance includes the changes and
would adopt the amendments to Kittitas County Code, adopt the official Solar
Power Production Facilities Overlay Map, and rescind the existing moratorium
on accepting applications for solar facilities that qualify as Major Alternative
Energy Facilities. A full-sized overlay map will be provided for signature on
October 2, 2018.
INTERACTION: Community Development Services, Prosecuting Attorney, and Board of County
Commissioners.
RECOMMENDATION: Adopt the attached Ordinance and official Solar Power Production Facilities
Overlay Map
