Request to Approve a Resolution to Appoint Public Works
Director to County Engineer for a period not to exceed six
months
BACKGROUND: Resolution 2018-066 placed the Public Works Director
(PWD) as Acting County Road Engineer for a period of six
months ending in November, 2018. During the past five
months, Public Works has allowed the Engineering
Services Manager (ESM) to shadow the Public Works
Director for a majority of Board actions. As a licensed
professional civil engineer in the State of Washington, the
ESM is qualified to serve as County Road Engineer (CRE).
The PWD and ESM agree that sufficient experience has
been gained by the showdown effort and recruitment for a
CRE is beginning. The hiring process is likely to take
sufficient time that the initial period of coverage will expire
prior to hiring a new CRE. The County Road
Administration Board is requesting Board action extending
the PWD placement period. The Board is also requiring
the PWD to notice them in writing of the efforts made
securing a CRE during the past five months.
INTERACTION: Public Works, Auditor's Office
RECOMMENDATION: Approve a Resolution to Appoint the Public Works
Director to serve as Interim County Engineer for an
additional period of time not exceeding six months in
duration (May, 2019)
HANDLING: Return one original to Public Works; One copy to the
Auditor's Office.

RESOLUTION NO. 2018 -
EXTENDING THE PUBLIC WORKS DIRECTOR AS INTERIM COUNTY ROAD
ENGINEER FOR AN ADDITIONAL SIX MONTHS ENDING MAY 23, 2019
WHEREAS: The Board of County Commissioners appointed the Public Works Director as
Interim County Road Engineer pursuant to Resolution 2018-066; and
WHEREAS: Public Works has begun the solicitation process for hiring a County Road
Engineer; and
WHEREAS: The hiring process will likely exceed the date established (11-23-2018) by the
Board (Resolution 2018-066) for hiring a full time replacement County Road
Engineer; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby extend the Public Works Director as Interim County
Engineer for an additional period of six months ending on May 23, 2019.
