Contract Change Contract No.: 20 I Project No.: 150338 I Date: June 25, 2018 Client: Kittitas County Project Name: Consumptive Use Pilot Study Description of Work Aspect Consulting, LLC (Aspect) is assisting Kittitas County and Patrick Deneen on their partnership on a pilot study to quantitatively determine the percent of consumptive use associated with indoor-only domestic use. The results of the study will be used to determine the efficacy of alternative mitigation strategies in subbasins currently without suitable mitiga t ion options ( e.g., ye ll ow and red zone ) and could gre atly expand the valu e of both parties existing water right portfo lio if succe sful. Aspect is currently providing overs ight during design, implementation, and reporting of the study results. Two issues have aris e n that have re s ulted in changed conditions relative to our existing contract. First, Ecology has requested additional technical information and stakeholder coordination beyond that anticipated. This has resulted in a s ite visit with Ecology staff and a meeting with Yakama Nation, USBR, and WDFW staff already, and additional technical coordination is expected in respo nse to a list of questions posed by Ecology . Aspect met with Ecology management on June 21 , 2018 and reached resolution on the technical assistance and permitting approach . That effort is exp cte d to inc lude a hi gher level f coo rd ination over the pilot w i·th ~cology. Second, Ecology is requiring a permit for the project, and an agreed-upon pe rmitting str a tegy was reach ed at the Eco logy meeting. Aspect is c o ntractin g di rectly with Pat D neen for Lhat pe rmitting effort. Cost Given the uncertainty in the development of this project and that formal Ecology and WTWG concurrence will be necessary, Aspect proposes to complete this work on a time-and-materials basis, not-to-exceed: 4,500 . This change amends contract between A spect C onsulting , LLC and C lient dated November 6 2013. Except a s amended above, all term s and condition s of contract apply to this contract change.
