AGENDA STAFF REPORT
AGENDA DATE: August 7, 2018
ACTION REQUESTED: Consider setting a public hearing to address approval of
amendments to Kittitas County Code 2.48 (Department of
Emergency Management) to clarify certain provisions and
to reflect amendments to State law in the past legislative
session.
BACKGROUND: In the course of reviewing a proposed Interlocal Agreement
related to Emergency Management operations, research by
our assigned counsel revealed that the actual role of the
Sheriff in Emergency Management is unclear for a variety
of reasons. For a long and unknown period, there has been
an assumption that the Sheriff is ex officio Director of
Emergency Management. It has not been possible to
confirm this belief. Given that the County’s operating
processes for Emergency Management are centered around
the Sheriff and Sheriff’s personnel being in the proper
position of authority, it was recommended by counsel to
update KCC 2.48 to reflect this.
INTERACTION: The Sheriff, through appropriate staff personnel, requested
assistance in preparing the amendments to KCC 2.48.
RECOMMENDATION: Review the proposed amendments and adopt them as
written.
ATTACHMENT: Ordinance Amending Chapter 2.48 of the Kittitas County
Code, and information copies showing the before/after
using “markup” in Word.
