KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: July 3, 2018 <br />ACTION REQUESTED: Approve and sign interlocal agreement to provide <br />construction administration services as a Certified <br />Acceptance (CA) Agency for the City of Cie Elum <br />BACKGROUND: Washington State Department of Transportation (WSDOT) <br />requires local agencies to follow WSDOT Local Agency <br />Guidelines, including certification by a Certified Acceptance <br />(CA) agency, in order to receive federal aid transportation <br />funds. The City of Cie Elum has been awarded federal <br />Surface Transportation Block Grant (STBG) funds for <br />phases 1-3 of the First Street Improvements project, but is <br />not certified to administer federal aid projects. <br />Kittitas County's Public Works Department is presently <br />certified to administer federal aid projects, and is allowed to <br />act as a CA agency for noncertified local agencies. Public <br />Works involvement as a CA agency for a noncertified local <br />agency would be to ensure that project development and/or <br />contract administration are in accordance with the WSDOT <br />Local Agency Guidelines. <br />In 2010, Public Works provided CA agency services for the <br />City of Cie Elum's federally funded Progress Path project. <br />Public Works has also recently provided these same services <br />for the City of Kittitas. <br />INTERACTION: Public Works and the City of Cie Elum <br />RECOMMENDATION: Move to sign the resolution authorizing execution of an <br />interlocal agreement for CA services with the City of Cie <br />Elum and sign the same interlocal agreement. <br />HANDLING: Return two (2) signed originals to Public Works. <br />ATTACHMENTS: Interlocal Agreement between the City of Cie Elum and <br />Kittitas County for Certified Acceptance services. <br />Resolution authorizing execution of an Interlocal <br />Agreement with the City of Cie Elum. <br />LEAD STAFF: Sara Folk, Engineering Services Manager <br />
