RESOLUTION

A RESOLUTION AUTHORIZING CREATION OF A TRUST FUND
#622 PRIVATE WATER BANK TRUST
WHEREAS, Kittitas County operates a water banking program through its Department of
Health to provide water mitigation certificates for applicants for certain development permits; and
WHEREAS, those mitigation certificates are backed by water rights the County has purchased
that are in the trust water program administered by the Department of Ecology; and
WHEREAS, Kittitas County wishes to offer mitigation certificates backed by water rights from
other private water banks (charging them the fees necessary to achieve cost recovery for Kittitas
County); and
WHEREAS, The Kittitas County Auditor's Office desires to create a separate fund into which
to place the fees received from the transactions selling mitigation certificates to applicants backed by
private water banks; and
WHEREAS, Kittitas County could have multiple private water banks which will require the
tracking of each bank in individual sub-funds.
NOW, THEREFORE, BE IT RESOLVED, fund #622 Private Water Bank Trust is hereby
created for the administration and accounting of sales of mitigation certificates by the Kittitas County
Health Department of mitigation certificates backed by private water banks.
