ACTION REQUESTED: Conduct a Public Hearing to consider approval of KCC
Chapter 6.01 Dog Control Ordinance
BACKGROUND: Kittitas County recently approved (November 2017) KCC
Chapter 6.01 Dog Control Ordinance after conducting a
public hearing. After action was taken, the Kittitas County
Sheriff notified the Board of County Commissioners with
concerns about the enforceability of some components of
the new ordinance. Kittitas County Public Health also
expressed some concerns at the public hearing regarding
the portions of the ordinance pertaining to rabies control.
Finally, the Kittitas County Prosecutor’s office discovered
a noticing error with the consideration and approval of the
original ordinance essentially rendering the previous action
void.
Commissioner Jewell worked with the Sheriff’s office to
amend the previous version of the ordinance. The Public
Health Department submitted amendments to address their
concerns regarding the rabies control elements. The
noticing requirements for considering this version have
been properly followed.
Before the Board and the public for consideration is a new
version of KCC Chapter 6.01 Dog Control Ordinance.
INTERACTION: BOCC, Public Health, Sheriff, Prosecuting Attorney
RECOMMENDATION: Conduct a public hearing and consider enacting the
proposed KCC 6.01 Dog Control Ordinance. If passed,
instruct staff to prepare the enabling documents.
