KITTITAS COUNTY <br />SHERIFF’S OFFICE <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: June 19, 2018 <br /> <br />ACTION REQUESTED: Request to Acknowledge an Agreement for up to 50% <br />Reimbursement in 2018-2019 for Bulletproof Vests through the Department of Justice’s <br />Bulletproof Vest Partnership Program. <br /> <br /> <br />BACKGROUND: The purpose of the Bulletproof Vest Partnership (BVP) Program, <br />which has been administered since 1999, is to reimburse states, counties, and other local <br />jurisdictions for up to 50% of the cost of body armor vests purchased for law <br />enforcement officers, or the maximum amount allocated to each jurisdiction, whichever <br />is less. The vests must be applied for online during the year’s open period and funds will <br />be available for drawdown for two years from the time of the year’s award <br />announcement. Each vest must be uniquely fitted to the individual assigned that vest and <br />must meet the NIJ criteria for either ballistic or stab-resistant protection as of the date the <br />vest was ordered. Patrol deputies use the ballistic vests and corrections officers use the <br />stab-resistant vests. The maximum allowable funding available to Kittitas County Sheriff <br />is $7,332.19, which is what was applied for. The final three pages of the attached <br />application marked ‘FYI’ show that the system rejected an application for more than the <br />allowed total vest value. <br /> <br />According to the Grantor’s website FAQs, the CFDA number assigned to this program is <br />16.607, but it is not technically a grant as the reimbursement is requested and received <br />only after the jurisdiction has purchased the vests so there are no supplanting compliance <br />issues. Additionally, the filing of progress and financial reports is not required and the <br />issuance of standard grant documents is not required. <br /> <br />INTERACTION: This agreement was reviewed and approved by the Kittitas County <br />Prosecutor’s Office. <br /> <br />RECOMMENDATION: Request to Acknowledge an Application for up to 50% <br />Reimbursement for Bulletproof Vests through the Department of Justice’s Bulletproof <br />Vest Partnership Program. <br /> <br />HANDLING: None. <br /> <br />LEAD STAFF: Command Staff
