TEANAWAY ROAD HYDRAULIC IMPROVEMENTS
AMENDMENT #01: DRAFT SCOPE OF SERVICES
INTRODUCTION
Changes to the original task order have been directed by the Kittitas County (COUNTY). The scope of
work below supplements the original scope of work included in the contract executed between the
COUNTY and Jacobs Engineering Group (CONSULTANT) on 10/17/2017. In summary, changes include:
The original scope did not include final design effort for Civil/Roadway or Structures. The COUNTY has
directed CONSULTANT to deliver the final design including plans, specifications, and opinion of cost for
the Teanaway Road Hydraulic Improvements per original scope with the addition of civil/roadway plans
and structural plans for both the Story Creek and Lick Creek sites; survey, public
outreach/communication, and utilities coordination are excluded from the CONSULTANT scope and fee .
See Tasks 10, 11, 12, and 13 below for more detail.
The original scope of work for the CONSULTANT hydraulics effort at Story Creek included only a
mentorship level role for the Story Creek site; the work was to have been done utilizing COUNTY staff.
The COUNTY has now d i rected the CONSULTANT to perform the hydraulics des ign at the Story Creek
site. For the Lick Creek site, the original scope of work for hydraulics was based on an assumption that
design would include development of a small (approx. 300 feet) creek realignment crossing beneath
Teanaway Road from west to east then reconnecting to the existing creek alignment on the east side of
the road. The new direction from the COUNTY is to develop a new creek alignment crossing beneath
Teanaway Road and continuing easterly across DNR property for approximately 2000 feet to a new
discharge point in the Teanaway River. The hydraulics effort has increased due to the adjustment in the
new creek alignment. See Task 7 below for more detail.
The right-of-way scope has changed at the Lick Creek site due to the direction by the COUNTY to change
the location of the creek alignment. The original scope for right-of-way at the Lick Creek site assumed
acquisition of temporary construction easements (TCE) from four private property owners. The revised
direction reduces the right-of-way scope to providing support to the COUNTY for work necessary to
negotiation and execute an agreement with DNR to construct the creek on DNR property. See Task 8
below for more detail.
The environmental scope at both the Story Creek site and Lick Creek site has changed as well. The
COUNTY has directed the CONSULTANT to produce a separate JARPA document and Biological
Assessment for the Story Creek project site so that it can advance to construction independently from
the Lick Creek site. With the direction by the COUNTY to change the creek alignment at the Lick Creek
site, the environmental scope has changed, resulting in reduction of necessary effort for some tasks and
addition of effort for others. See Tasks 5 and 6 below for more detail.
Scope of Service_Teanaway Hyd lmp_Amend 01_2018-04-19
Page 1 of 19
With the new direction described herein the CONSULTANT will be responsible for delivering the final
plans, specifications, and estimate (opinion of cost) (PS&E) package. COUNTY will be responsible for
assembling the final PS&E with the other necessary COUNTY documents and for advertising the project.

assembling the bid documents shall be provided or performed by the COUNTY.
• Excavated material on DNR property will not be hauled off of the property.
• NEPA/SEPA
• NEPA CE will fit within 23 CFR 771 .117 (c)23 or (c)2S and will not require additional
technical studies or memoranda outside of that specified in this Scope of Work.
• The COUNTY will perform the SEPA process as a public involvement effort.
• No archaeological or cultural resources monitoring will be required during construction .
If it is required, it will be conducted by others (i.e . Yakama Nation).
• ENVIRONMENTAL PERMITTING
• Nationwide Permit (NWP) 27 for restoration activities is assumed to be issued by the
Corps of Engineers for Lick Creek. NWP 14 is assumed for Story Creek. If an individual
Permit is required for Corps 404 compliance, the scope of work will require an
amendment.

• The Ecology 401 review for both Story and Lick Creek will result in a letter of
verification, and no individual certification will be required. If a 401 review results in
the need for an individual permit, the scope of work will require an amendment.
• Ecology 402 (NPDES) permit will be required for Lick Creek site .
• Local agency permits (Critical Areas Report and Shoreline Development Permit) are
exempted because the project will qualify as a Fish Habitat Enhancement Project. The
COUNTY will complete the local agency exemption process.
• Kittitas County Planning staff will prepare, or assist in the preparation of, permit
application packages and required documentation.
• HYDRAULICS
• Story Creek
• Creek will stay in its current alignment and no investigation will be performed for
potential effects to upstream or downstream properties as the creek will be
restored to its natural drainage path .
• The proposed culvert will meet County Floodplain Code and therefore a no-rise
analysis is not required.
• Hydraulic modeling will be performed with a 1D HEC-RAS model.
• Lick Creek
• County will provide combined LiDAR, topographic and bathymetric surface (1 foot
contours with point and breakline data) with extents discussed necessary to
perform hydraulic modeling .
• The hydraulic analysis will include information to support the design of the
proposed Teanaway Road structure and the re-aligned channel for Lick Creek.
• Hydrology for the Teanaway River will rely on the Effective FIS for determining
flows necessary for the hydraulic analysis.
• KCPW will request the Effective Flood Insurance Study (FIS) files and acquire the
Effective hydraulic model.
• The geomorphic assessment for the Teanaway River will use available aerials and
existing reports to understand baseline channel migration. The hydraulic model
results will be assessed to determine potential for increased flows to have
significant changes to channel migration trends. A quantitative analysis will not be
performed.
• The creek design will re-align Lick Creek through the DNR property and will have
similar geomorphic features (e.g . creek substrate, channel slope, channel width,
etc) necessary to promote natural stream processes.
• A CLOMR or LOMR will not be performed for this project. If after this analysis it is
determined a CLOMR/LOMR is necessary, it will be handled in a future
amendment.
• Hydrology for Lick Creek will rely on the 2016 USGS Regression Equations.
• Sediment samples in the Teanaway River will be necessary for the rapid
geomorphic assessment. Bed load transport is assumed to be a reasonable proxy

for bank erosion rates; given alluvial bank composition similar to the bed material
and bar accretion-bank erosion.
• Soil information (size and composition) along the proposed alignment for Lick
Creek at depths at or below the anticipated creek profile will be provided by the
geotechnical CONSULTANT.
• STRUCTURES
• Replacement Structure for Lick Creek site is expected to be 45ft to 50ft span
premanufactured structure.
• Spread Footing foundations at the Lick Creek site will be feasible with Preliminary
Hydraulic Analysis and Geotechnical Recommendations .
• The selected culvert type for the Story Creek site is a four-sided precast concrete box
culvert and will be feasible with the Geotechnical Recommendations.
• For the Story Creek site, the maximum opening height of the culvert will be 10 ft. and
the maximum opening width will be 19 ft.
• The selected manufactured culvert at each site will be feasible with the hydraulic
analysis .
• Replacement Structure Final Design for each site will be composed of site specific
geometric conditions and performance specifications for structural design .
• The final manufactured culvert, headwall, and wingwall plans shall be produced,
stamped, and scaled by a Professional Engineer in the State of Washington by the
manufacturer.
• For the Lick Creek site, spread footing foundations compatible with manufactured
culvert design will be provided by the Consultant and will be based on culvert designs
produced and developed by the culvert manufacturer.
• The opinion of construction unit costs shall be on a basis of the current WSDOT Unit Bid
Analysis and recent CONSULTANT's experi ence.
• Specifications shall be based on the current edition of the WSDOT Standard
Specifications with the current Amendments .
• The number, format, and contents of the 100% plan sheets shall generally remain
unchanged from the 90% completion.
