Home My WebLink AboutRes-2018-053 ManastashBOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2018 -053 AUTHORIZING THE CHAIR'S SIGNATURE ON THE LOCAL AGENCY FEDERAL AID PROJECT PROSPECTUS FOR THE MANAST ASH ROAD BRIDGE REPLACEMENT PROJECT WHEREAS: The Manastash Road Bridge project will replace the deteriorated bridge over Manastash Creek at MP 10.60. This bridge is currently load restricted and is the only access in and out for many residents and commercial operations; and WHEREAS: Public Works received a grant from Federal Highways BRAC program for the bridge replacement in the amount of $2 ,746,970 with a 13.5% local match requirement; and WHEREAS: Public Works was notified by the County Road Administration Board on August 17 , 2017 that the design funding necessary for the project had been awarded in the amount of $315,480; and WHEREAS: In preparation to advertise the project for construction in April of2018 Public Works is requesting the Washington State Department of Transportation to release the Federally Funds for construction; and WHEREAS: A Local Agency Federal Aid Project Prospectus must be executed by the Chair acknowledging the project has been reviewed and is consistent with the agency's comprehensive plan for community development; and NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest of the public, does hereby approve the Chair's signature on the Local Agency Federal Aid Project Prospectus for the Manastash Road Bridge Replacement Project. After submittal ofthe JARPA Package coordination will be provided with federal andlor state agencies to obtain a Corps 404 permit from the USACE, a Hydrau lic Permit Approval (HPA) from WDFW, and an Ecology 401 permit fi'om Ecology. Because of the federal nexus, Endangered Species Act (ESA) Section 7 and National Historic Preservation Act (NHPA) Section 106 consultations must be completed. A biological assessment and formal consultation will be completed for ESA. and a cultural assessment and report will be completed for NHPA requirements.
