Copies of any compliance documentation required by the grant award (e.g., coastal zone management consistency determination from Dept. of Ecology, 404 permits, recorded deeds, etc). a. This project did not require a consistency determination under the Coastal Zone Management Act from State Department of Ecology. This project did not require a 404 permit since scope of work did not include any practices that would impact aquatics by Discharging, dredging, or placing fill within waters of the US. Includes navigable waters, wetlands, lakes, rivers, streams, and tributaries . This project also did not require recorded deeds at any time due to the parameters of the scope of work. 6 . Documentation or report that all environmental and historical preservation conditions of the grant award were compiled with as described in the Grant Agreement. May be a narrative explaining how each EHP condition was met in accordance with all required permits and applicable building codes as modified or protected by the approved project. A blanket certification will not fulfill this requirement. a. The target communities of this project area where defined in the Historical Assessment process, and a FONSI was determined. The items identified in the Kittitas County Wildfire Fuels Reduction Project Final Environmental Assessment did not impact the project since all projects were located within each project boundary. A potential impact of Hidden Valley had one structure located in the project boundary, however, the nearest project occurred approximately three miles from the noted location (geodesic distance). The Archeological resources defined in the Assessment did not apply to the projects defined since projects did not intersect Forest Practices Application and many project areas remained near developed properties (Hidden Valley Rd and Hidden Valley Terrace Rd). Although potential cultural resources sites were found within the Pine Loch Sun development, on-site projects did not show any characteristics since the lots were average 1 acre or less, and remained close to existing structures that were constructed in the mid to late 20th century. Sky Meadows had no significant cultural resource inventories, nor was any found during project vegetation removal implementation. No structure alteration or impacts to existing structures were made that would trigger any building permit or review of any kind. All project implementation occured above ground with minimal disturbance around perimeters of structures on the landscape and no permit review was required from state or local jurisdictions. No trees were removed of (8) inches in diameter at breast height or greater were removed within one hundred (100) feet of water bodies with known presence of Endangered Species Act -listed fish species including Cle ELum Lake, Teanaway River and Swauk Creek, concurrent with item 0 of Scope of Work in E15-243 Kittitas County Wildfire Mitigation Fuels Reduction Project. Also, listed in the Scope of Work in E15-243 Scope of Work, item n, no vegetation management activities were allowed within (5) feet of a streams Ordinary High Water Mark (OHWM)I and within fifteen (15) feet of the OHWM, limbing and trimming was not allowed on trees greater than seven (7) inches dbh that overhang the streams. 7. Treatment plans for each property a. Treatment plans are listed with each individual project, which the individual landowner signs. Treatment plans were designed to ensure consistency with NRCS and/or DNR standards and specifications. See below for Scope of Work Treatment Plan applied to each property: CONTRACTOR Complete a fuels reduction project according to the Specifications listed below. SPECIFICA TlONS : Prior to beginning this project, the Contractor will meet with the landowner to outline the planned start date, operating schedule and order of project completion. The contractor will provide the following services: The Contractor will supply a crew and equipment necessary to conduct the fuels reduction operation. The Contractor will take steps to prevent any unnecessary damage to adjacent timber, sailor water. The Contractor will be responsible to preserve survey markers and will replace damaged markers at their own expense using surveyors acceptable to the landowner. Contractor will also be responsible for any private property damaged during the course of the project. The Contractor shall perform the work listed in the following Prescription: General Instructions Ribbon colors used to mark the fuel break are as follows: Pink = Shaded fuel break boundary Yellow = 00 not cut General prescrlpUon {ror fusls reduction project 1. Dead and down material up to 10 inches in diameter will be chipped and the chips scattered over the work site. Coordinate with landowner to see if any should be left for firewood. 2. The limbs of dead and down trees greater than 10 inches in diameter will be removed and chipped and the remaining trunk will be left in place unless several trees have created a piled concentration. In this case, the remaining tree trunks will be separated by at least 10 feet from any other logs and left on site . 3. All vegetation stumps heights will be cut no higher than 2 inches above the ground. All cuts will be a flat or parallel cut to the ground. 4. Standing dead trees with red needles still attached shall be felled and treated using the dead and down prescription as required in item 1 and 2 above. 5. The Contractor will not cut any green trees from the premises that are greater than a-inch diameter at breast height without prior approval from the Landowner. 6. Trees a inches and greater in diameter (DBH) will be pruned (live and dead limbs) up to a height of 15 feet. Limbs will be pruned when branches are larger than 2 inches diameter (regardless of length) or greater than 2 feet in length (regardless of diameter). No pruning will be done to a height greater than 50% of total tree height. The cut limbs will be chipped on site. 7. Trees less than 8 inches OBH will be spaced leaving 2 feet -5 feet between crowns . Live and dead limbs will be pruned up to a height of 15 feet. Limbs will be pruned when branches are larger than 2 inches diameter (regardless of length) or greater than 2 feet in length (regardless of diameter). No pruning will be done to a height greater than 50% of total tree height. The cut limbs and stems will be chipped on site. Trees < 3 feet high do not require pruning. 8. Non-coniferous brush will be cut and chipped/mowed on site unless islands are pre-designated or agreed to by the landowner. 9. Chips will be dispersed evenly across the site not to exceed a depth greater than 4 inches. 10. Cut stump heights will be made as close to the ground as possible, not to extend more than 2 inches above closest terrain . Flat cuts will be made so that it does not create a sharp stump . 11. Ground disturbance from machinery use shall not exceed 10% on each acre and berms, ruts and other operator caused ground disturbance will be smoothed out to original contours before leaving the immediate work area. Industrial Fire Precaution Levels (IFPL) By law, WAONR uses two closure systems for reducing the risk of wildfires, one for the personnel who work in the forest and one for the general public. Contractor will abide by the IFPLs listed on the WAONR for personnel who work in the forest. Information on the level for the day and the related requirements can be found on the ONR website or by calling 1 800 527-3305. 8. Site specific handling of any Endangered Species, Migratory Bird Act and/or wetland issues. a. Each individual property was assessed prior to implementation for various concerns. Most properties of Sky Meadows and Pine Loch Sun target communities are located within nesting and roosting habitat of Northern Spotted Owl, so no work was implemented during March 1st -July 31st to comply with condition (p) of Scope of Work identified in E15-243 project. Since most work could only occur in these target communities from August 1 st thru the fall work season, each individual site was assessed for migratory nesting bird activity. It is stated in the condition that if removal activities take place wi thin nesting season , a breeding survey be conducted and that vegetation removal should occur from late summer to mid-winter. This standard guideline was followed. In most cases, individual properties were assessed by a qualified professional for a breeding bird survey, to plan for implementation, however, most individual projects were moved outside of the migratory nesting bird window, but a survey was still conducted to ensure due diligence. See Appendix 0 for individual bird surveys conducted. Projects did not occur on wetland issues. Most projects were conducted on steep slopes (above 20 % or greater) that are not as conducive to wetland properties as low topography. 9. List of properties treated, with ownership, lot/block/subdivision , tax lot, and digitallat-Iong coordinates for each structure with an accuracy of +-20 meters (64) feet. a. See Appendix E 10 . Post-treatment photos of each property or group of properties, if small parcels . a . This requirement is consistent with Checklist item #4. Please see attachment A & C. 11. Certificate of occupancy or equivalent documentation from the appropriate regulatory authority for each structure to certify it is code-compliant. a. No retrofits or construction related activities occurred to require this documentation. In accordance to the FONSI only vegetation removal activities occurred within this project agreement and were followed. 12. Copy of legally recorded Special Flood Hazard Area for property if located within a designated SFHA. a. Individual project sites were assessed individually and as stated in section 6 . A., of this checklist, no approved scope of work activities occurred within the required buffers, and/or flood plain that would trigger deviation from the approved scope of work and approved best management practices. 13. Verification that NFIP policy is in place where required(required for all projects in SFHA). a. Not applicable to this approved project scope of work and approved best management practices. Appendix A: Brief Narrative Problemsllnconsistencies: STAFFING: From the time this grant project was selected till even now we have run into many obstacles, and inconsistencies given between grant administration staff and leadership. Work inhibiting obstacles were March 1-August 31 restriction of migratory birds, and March 31 -July 31 restriction for Northern Spotted Owl nesting and roosting habitat, and Industrial Fire Protection Levels for the summer season. In the grant period, the realistic work time frame for four of the project boundaries are fall only. Since the grant was active, that has been equal to about six months at most. In combination with the work restrictions and obstacles, FEMAlWashington State Department of Emergency Management Division (WA EMD) and local agency turnover has impacted this project. Kittitas County Conservation District (KCCD) has had two project contacts from WA EMD, Brynne Walker and Courtney Merwin (she will be leaving at the end of March 2018). The frustration from having issues worked out with the previous contact, and then to have the same questions/processes revisited, adjusted or repeated. Local county turnover has occurred as well, Brenda Larsen, Kittitas Fire Marshal, left in April 2015 (who was the original applicant for the grant), Deputy Fire Marshal Josh Hink left in March 2018, and Suzanne Wade, KCCD Wildfire Mitigation Fuels Reduction Project Manager left in July 2016. Since that time , Rose Shriner has replaced Suzanne Wade as KCCD staff, and there has been no replacement or re-hiring in the Kittitas County Fire Marshal's office. KCCD has also had the financial manager, Sarah Leist leave in January 2016, and was replaced by Miranda Nash at that time. Miranda Nash has been providing financial support the remainder of the grant project period. TIMELINE/ALLOWABLE WORK PERIOD: Per section q of the approved Scope of Work, if work had to be done during March 1-August 31 st, a qualified bird professional was sent to monitor pre-conditions and post conditions. Contractors were notified if site conditions required site specific prescriptions by meeting the contractor prior to work implementation on the project site. Please see Appendix D of for Migratory Bird Breeding Survey reports conducted during this grant period. On the ground implementation was followed by Attachment B Scope of Work, and buffers were kept from OHWM. No work took place in the OHWM. Along the same lines of the allowable work period, the confusion in the beginning of the grant (related to migratory bird requirements among others), did not adequately allow for efficient project implementation planning, since it took till mid 2015 to start implementing projects. An extension was asked and approved in December 2016, to allow adequate time till January 9, 2018, which helped the remainder five cost-share contracts be completed. IMPLEMENTATION: Related to staffing inconsistencies have been implementation tracking and monitoring that has been difficult. Since Rose Shriner was hired in August 2016, it is difficult to find where tracking tools where used from 2015-late summer 2016 from previous staff to Fire District Crew projects. The Fire District crew was laid off in June 1, 2017, since we were unable to allocate new funding (the remainder of FEMA funding was dedicated to finishing the Sky Meadows projects in Fall 2017), leaving the District no options to continue defensible space and chipping programs through the Fire District. Along the same lines, some pre and post photos are inconsistent due to staffing. Other photo documentation inconsistencies are due to weather, project scheduling and implementation. Four cost-share projects originally signed with Suzanne Wade early in the grant period, where finally implemented in Fall 2017. Pre photos were not found prior to implementation, and post-photos for some projects have not been added yet due to snow conditions. Most of these developments have very steep, one way ingress/egress, and it was best to wait till spring to follow thru with photo documentation, since staff should not be put at risk for property damage to private and district property (vehicles have been been stuck and/or slid off road endangering public and private property). Alternative means of verifying with the homeowner and contractor have been used to document the projects completeness. Most of these lots are fairly small, which is fairly easy for verifying project completeness. The projects finished in the fall 2017, finished a couple days before Thanksgiving , and we had snow on the ground . The administrative workload of this project grant is infeasible for one person to complete all items requested due to the amount of hours and time it takes to report, monitor and implement this project grant. This one person staffing does not include the financial support provided by Kittitas County Auditor's office and KCCD Financial Manager who provided support during this time. The in-kind contribution reported by KCCD does not accurately reflect the true cost of implementing this grant, since the application process and close-out process are not eligible for reimbursement to the project grant. Successes: This project allowed the opportunity to build partnerships between the local fire districts and its community, which has been proven invaluable in times of emergencies. The staff from the fire district were able to be certified for their red-cards, which was extremely helpful for the Fire District, to have staff out in the field already, and ready to respond to fire starts, which happened often during 2015-2017 seasons. Opportunity continues to grow, by partnering with the Fire Districts and finding local solutions to be efficient at responding while reducing wildfire risk in the communities. Fire District crew was able to gain familiarity of the community, and knowing the topography, have proven a successful fringe benefit. The fringe benefits of this grant have been numerous, collaborating with many agencies and professionals to build a network of dedicated individuals to reducing wildfire risk in Kittitas County. Cost-share contracts have amounted in approximately 70 acres of vegetation management and strategic shaded fuel breaks, which are invaluable in times of emergency. Crew implementation have empowered the community to take action on their own property, by limbing and piling their own property, and the crew able to provide necessary equipment for chipping the material. Having two mechanisms for implementation (providing financial assistance thru cost-share agreements and/or equipment to chip material or create defensible space) have been successful tools in implementing on-the-ground fuels reduction and vegetation management for the target communities of Kittitas County of E15-243 Wildfire Mitigation Fuels Reduction Project Grant.
