RESOLUTION RE-ESTABLISHING A KITTITAS COUNTY FAIR FAMILY
ASSISTANCE PROGRAM AND SETTING PRICING AGREEMENT WITH THE
FRIENDS OF THE KITTITAS COUNTY FAIRGROUNDS FOUNDATION
WHEREAS the Kittitas County Board of County corrunissioners
is responsible for oversight of the operation of the
Kittitas County Fair; and
WHEREAS the Kittitas County Board of County Corrunissioners
recognizes that there are financially disadvantaged
children and families living in Kittitas County whom are
unable to attend the Kittitas County Fair based upon their
financial circumstances; and
WHEREAS the Friends of the Kittitas County Fairgrounds
Foundation strives to improve the quality of the Kittitas
County Fair Grounds and its use for the greatest amount of
citizens in Kittitas County;
WHEREAS the Department of Social and Health Services and
Elmview Services, are service providers assisting low
income families within Kittitas County and have the ability
to identify and designate individuals who are receiving
services provided to low income individuals; and
WHEREAS the Department of Social and Health Services and
Elmview Services have spoken wi th representatives of the
Friends of the Kittitas County Fairgrounds Foundation, have
agreed wi th the philosophy and proposed structure of a
program to provide admittance vouchers for low income
individuals, with a focus upon families, to attend the
Kittitas County Fair; and

WHEREAS the Friends of the Kittitas County Fairgrounds
Foundation desires to utilize certain sums of funding
raised to provide the opportunity for low income families
and individuals to attend the Kittitas County Fair, and is
willing to commit to a funding level to cover the costs of
reduced tickets prices for such individuals;
NOW, THEREFORE BE IT RESOLVED:
1) There shall be re-established the Ki tti tas County
Fair Family Assistance Program;
2) The purpose of this program shall be to offer free
admission to the Kittitas County Fair to qualifying
individuals and families participating in any
Department of Social and Health Services and Elmview
programs offered in Kittitas County: such as Work
First; Senior Assistance; and Foster Care;
3) There shall be established a low income ticket price
that shall be set at $2.00 per ticket, which ticket
shall only be available to those qualifying and
identified through the Kittitas County Fair Family
Assistance Program;
4) That DSHS and Elmview will provide the screening of
those individuals enrolled in the above programs on
a first come first serve basis, but with a desire to
provide access to families as a priority;
5) That DSHS and Elmview shall identify those
individuals who are eligible, provide them with
notice of the program and their eligibility; and
upon confirmation of their desire to attend the
Ki tti tas County Fair, shall provide to such
individuals a voucher redeemable for a one day
ticket to the Kittitas County Fair;

6) That DSHS and Elmview will be provided with the
vouchers to be utilized, as well as a
reporting/accounting tool that will allow them to
track the total number of vouchers to be provided
for tickets, the name of the individuals receiving
such vouchers, the date the voucher was provided,
and the name of the person issuing the voucher, and
the number of vouchers actually issued;
7) The Program shall issue vouchers during the period
of Augus t 1 and Augus t 31 on an annual bas is, and
the number of vouchers to be provided for the
program shall be determined on an annual basis by
the amount of funding available to cover the
vouchers as set by the Friends of the Kittitas
County Fair Foundation;
8) The Friends of the Kittitas County Fair Foundation
shall, by July 1 of every year, determine what
funding is available for the program, and shall
notify the Board of County Commissioners and the
Kittitas County Auditor of the amount to be pledged
for the program for that year;
9) At the conclusion of the Kittitas County Fair, and
subsequent to an accounting of the books, the total
number of vouchers redeemed for tickets shall be
determined as part of the final Kittitas County Fair
accounting, and the total dollar amount due and
owing from the Friends of the Kittitas County Fair
Foundation shall be provided to them, and they shall
in turn, pay said amount to Kittitas County within
60 days of such billing;
10) It is agreed that if the Friends of the Kittitas
County Fair Foundation do not have funds sufficient
to provide funding for the program in any given
year, that Kittitas County shall not be bound to
fund the program or to honor the low income ticket
price;

11) It is agreed that Friends of the Kittitas County
Fair Foundation agree to contribute $1,200.00 to the
program, and that there shall be 600 vouchers issued
in accordance with the low income ticket price.
