Re: Manastash Road Bridge Project, RAP Project Number 1917-01
Dear Mr. Koster,
District Three
Obie O'Brien
Kittitas County previously requested $1,300,000 in RATA funds for RAP project number 1917-
01. Kittitas County is currently authorized to expense $315,480 of said RATA funds for right of
way and the design. Kittitas County is anticipating the remaining $984,520 RATA funds for the
construction of the project to be authorized in 2020-2021.
Following this original request Kittitas County successfully secured Federal Funding through the
Local Bridge Program (BRAC). This success has resulted in Kittitas County requesting to reduce
our initial RATA fund ask and for authorization and advancement of RATA construction funds.
The BRAC program authorized funding in the amount of $2,746,970 with a 13.5% local match
requirement if the project is constructed prior to 2020 and a 20% local match requirement post
2020.
In anticipation of successfully securing Federal Funding, Kittitas County began the design and
right of way process utilizing RATA and Local funds Fall of2017 and is on track to advertise the
project March of 20 18 with construction completed November 2018.
Please accept this letter as the official request from Kittitas County to reduce our original RATA
fund request from $1,300,000 to $686,325 releasing the remaining funds to the Southeast Region
Array. This new request would allow Kittitas County to complete the design as scheduled and
fund the 13.5% local match requirement.
Additionally, Kittitas County is requesting that the remaining RATA funds $370,845 would be
authorized and advanced to quarter four, 2018 to align with our current construction schedule and
Federal Funding expenditure plan.
