RESOLUTION NO. 2016-l2d~
SOLE SOURCE PURCHASE
WHEREAS: Kittitas County Maintenance Department has responsibility for
maintenance of the Kittitas County Corrections facility; and
WHEREAS: This facility is a secure facility; and
WHEREAS: Some number of the current locks are approaching the end of their service
life due to age and ordinary wear; and
WHEREAS: The Correctional facilitate must remain a secure facility; and
WHEREAS: In order to maintain a secure facility and prevent an emergency, these
locks be replaced prior to failing; and
WHEREAS: Western Detention is clearly and legitimately the sole source able to match
the existing secure keying system;
WHEREAS: To procure services through the normal bid process would not allow the
replacement ofthe lock with the same keying system as the remainder of the facility.
NOW, THEREFORE, BE IT RESOLVED: That the competitive bidding process for a
contract for purchase is hereby waived pursuant to RCW 39.04.280(1)(a), and Kittitas
County Maintenance Department is authorized to take such steps as are necessary to
properly purchase the equipment and services necessary to accomplish the timely
replacement of the locks in question.
