Guiding principles for developing a <br />DOMESTIC WATER RESERVE PROGRAM <br />Cooperators' Agreement between <br />KITTITAS COUNTY and the Washington State DEPARTMENT OF ECOLOGY <br />WHEREAS the Department of Ecology and Kittitas County desire to develop and implement a Domestic Water <br />Reserve Program to allow for planning and use of future domestic water reserves in Kittitas County; <br />NOW THEREFORE, the parties to this Cooperators' Agreement establish the following goals for developing <br />and implementing a Domestic Water Reserve Program in Upper Kittitas County: <br />To prevent harm to tributaries and senior water rights from new development that may occur in upper <br />Kittitas County. <br />To provide developers the opportunity to participate in a "mitigation credit" program in areas where <br />se <br />ior water rights are tv)t aw,61able to onset iiev,., groundv-vater <br />0 Provide a reliable and predictable process for landowners to obtain timely water availability decisions. <br />To collaborate with the Yakima River Basin stakeholders and governnients in developing and <br />implementing a Domestic Water Reserve Program. <br />This Cooperators' Agreement may only be amended in writing signed by both parties.
