COMMISSIONERS' <br />KITTITAS WASHINGTON <br />COMMISSIONERS CONFERENCE ROOI-d <br />REGULAR <br />MEETING <br />MONDAY 9:40 A.M. SEPTEMBER 27, 2010 <br />Board members present: Chairman Marr McClain; Vice -Chairman Paul <br />Jewell; Commissioner Alan Crankovich. <br />Others: Mandy Robinson, Deputy Clerk of the Board; Neil Caulkins, <br />Deputy Prosecutor. <br />REGULAR MEETING DEPARTMENT HEAD PROSECUTOR <br />Neil Caulkins, Deputy Prosecutor indicated that he had received a <br />service request asking for advice on concerns regarding volunteers <br />on the Alcohol/Substance Abuse Advisory Board (ASAAB). He explained <br />that the request came in indicating that there were only three <br />members on a fifteen member board and the questions posed were A.) <br />decrease members, B.) dissolve the Board and if it was done, what if <br />any consequences are there or C.) how many members does a Board like <br />this have to have. Mr. Caulkins explained that the RC1 is guided by <br />RCTJ}7 110.96.A. He indicated that the committee is said to be a 9-15 <br />member board so they could immediately reduce it to nine members <br />veru easily. He explained that by changing code and following RCW <br />70.96.A the Board could be reduced to seven members but that is the <br />least it could be reduced to. He also indicated that the Board could <br />be dissolved, but with consequence. He indicated that if they <br />dissolve the Board, the county would lose- the State alcohol liquor <br />tax funds, however the way to avoid that but to still dissolve the <br />Board is to attach our County to another County Substance Board.
