ACTION REQUESTED: Approve a Notice of Call for Sealed Bids for the Manastash
Road Bridge #76132 Replacement
BACKGROUND: Bridge #76131 on Manastash Road over the South Fork of
Manastash Creek is in need of replacement. The existing
structure was constructed in 1975 and is showing significant
deterioration in both the superstructure and the foundation.
Girders are spalled, cracked, and delaminated with large areas of
exposed, corroded reinforcing steel. Due to these distresses, the
current structure is restricted to a load limit for a single vehicle
not to exceed 22 tons gross weight. In addition to structural
impacts of the girders, the foundation is also threatened by scour,
as a result of the existing bridge not providing sufficient
waterway opening to meet seasonal variations of flow in
Manastash Creek.
The existing bridge is 28.0' wide and 32.0' in length. The
replacement structure will be 30.5' wide and 70.6' in length.
The increased length will provide adequate hydraulic opening
and will meet fish passage requirements.
The contract plans, specifications, and engineers estimate were
prepared by Jacobs Engineering.
The Engineers estimate for the proposed project is $2,715,350.
Kittitas County Public Works has received funds from the 2017
Local Bridge Program Federal Funding (BRAC) as well as
through the Rural Arterial Program (RAP) for this project.
Bids are scheduled to be opened publicly on June 6t", 2018 at
10:00 a.m. in the Public Works Department.

RECOMMENDATION: Move to approve Notice of Call for Sealed Bids for the
Manastash Road Bridge #76132 Replacement Project.

TO AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO AUTHORIZE A NOTICE
OF CALL FOR BIDS FOR THE MANASTASH ROAD BRIDGE #76132
REPLACEMENT PROJECT
WHEREAS: The bridge on Manastash Road over the South Fork of Manastash Creek
(#76131) is in need of replacement due to deteriorating superstructure and
foundations threatened by scour; and
WHEREAS: The plans and specifications for the Manastash Road Bridge 476132
Replacement are complete; and
WHEREAS: The Department of Public Works received Local Bridge Program Federal
Funding (BRAC) as well as Rural Arterial Program (RAP) funding for this
project; and
WHEREAS: This Construction Project is included on the Six Year Transportation
Improvement Plan and the Annual Construction Plan; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby direct the Director of Public Works to prepare
a Notice to Contractors for a call for bids.
BE IT FURTHER RESOLVED that bids will be received until 10:00 am on Wednesday, June
6, 2018 at the office of the Department of Public Works, 411 North Ruby Street,
Suite 1, Ellensburg, Washington, to be publicly read aloud after 10:00 am on
Wednesday, June 6, 2018, in the Department of Public Works, Ellensburg,
Washington.

KITTITAS COUNTY — MANASTASH ROAD BRIDGE #76132 REPLACEMENT
KITTITAS COUNTY ELLENSBURG, WASHINGTON
Sealed bids will be received by the Kittitas County Public Works, at the reception desk located at 411 North Ruby Street,
Suite 1, Ellensburg, Washington until 10:00 AM on *** June 6, 2018 *** and will then and there be opened and publicly
read for the construction of the improvements.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in
an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such
contract and famish satisfactory performance and payment bonds within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the Kittitas County Public Works.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally -Assisted Programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race,

The improvement for which bids will be received is described below
This Contract provides for the replacement of Manastash Road Bridge over South Fork Manastash Creek, including
installation of a temporary one lane detour bridge on the north side of existing bridge, removal of existing bridge structure,
drilled shaft installation, construction of concrete cast -in-place shaft caps, abutments, wingwalls, precast girder placement,
minor creek channel grading, repaving roadway, and other work, all in accordance with the attached Contract Plans,
Contract Provisions, and the Standard Specifications.
