KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
AGENDA STAFF REPORT
AGENDA DATE: May 1, 2018
ACTION REQUESTED: Approve a Resolution to Authorize the Chair's Signature
on Jacobs Task Order 03 Amendment 01 for Additional
Services for the Teanaway Hydraulics Project
BACKGROUND: Public Works (PW) has spent the past year finalizing the
scope of work with Western Federal Lands for improving
two deficient drainages in the Teanaway along Teanaway
Road. Currently, PW is slated to provide engineering and
hydraulic project support. The recent resignation of
County Engineer Huck creates a condition wherein PW is
not able to meet its design obligation in the project. PW
has negotiated a scope of work and fee with Jacobs filling
the gap created by Huck's departure.
The total project budget including engineering, right of way
and construction is $2,440,221. Of which $2,110,791 is
federally funded, the remaining $329,430 will be funded by
the Road fund to cover our 13.5% match requirement. The
preliminary engineering budget for the project was set at
$494,835, of which $40,000 was used by Federal Highways
for initial design and $20,000 is restricted for their
stewardship and oversight.
The proposed budget by Jacobs of $522,068 is over the
remaining preliminary engineering funds. However, the
Project Agreement allows the funding to be fluid between
all phases of the project, thus any budget overruns will not
be realized until final construction.
The current estimate for construction engineering is set at
$295,373 with in house inspection and engineering we
estimate that there is an excess of approximately $200,000
in funding for this task which is in excess of the current
projected preliminary engineering overrun.
