Approve a Resolution to Impose restrictions on heavy truck
traffic annually from May 15`h to September 15`h on certain
Upper County roadways.
BACKGROUND: Over the past year, Public Works (PW) has discussed the
issue of heavy truck traffic on certain Upper County roads
during summer I-90 road closures and slow downs (Nelson
Siding-Westside-Mohar-Upper Peoh-Thorp Prairie). On
several occasions, PW has brought draft resolutions to the
Board finalizing the closure action that is now being
considered. A provision acknowledging local deliveries is
included in the enabling legislation.
INTERACTION: Public Works
RECOMMENDATION: Sign the resolution imposing restrictions on heavy truck
traffic annually from May 15`h to September 15`h on certain
Upper County roadways.
HANDLING: Return one original to Public Works. Forward a copy to
the Sheriffs Office.

RESOLUTION NO. 2018 -
PROHIBITING ALL HEAVY VEHICLES CLASSIFIED BY FEDERAL HIGHWAY
ADMINISTRATION AS CLASS 9 AND ABOVE FROM TRAVELING ON NELSON SIDING
ROAD, WESTSIDE ROAD, MOHAR ROAD, UPPER PEOH POINT ROAD AND THORP
PRAIRIE ROAD ANNUALLY FROM MAY 15TH UNTIL SEPTEMBER 15TH
WHEREAS: The Revised Code of Washington 36.75.270 allows local government, by resolution, to
limit or prohibit classes and types of vehicles and or the weight of vehicles traveling on
local roadways; and
WHEREAS: County residents report significant heavy truck traffic utilizing Nelson Siding Road,
Westside Road, Mohar Road, Upper Peoh Point Road, and Thorp Prairie Road (Upper
County Roads) attempting to avoid nearby Interstate systems; and
WHEREAS: Local road infrastructure along said roadways is experiencing accelerated deterioration
from the increased use of heavy truck traffic; and
WHEREAS: Said restrictions are required to be published at least once in the paper of record, and
signs shall be posted on said roadways indicating the closure or limitation of traffic; and
WHEREAS: In accordance with the Revised Code of Washington 36.75.270, any person violating said
restrictions imposed by this resolution shall be guilty of a misdemeanor, and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest
of the public, does hereby prohibit all heavy vehicles classified under the Federal Highway
Administration (FHWA) vehicle classification definitions as a class group 9 and above, from traveling on
Nelson Siding Road, Westside Road, Mohar Road, Upper Peoh Point Road, and Thorp Prairie Road
effective annually from May 15`11 until September 15`h.
BE IT FURTHER RESOLVED that the Board of County Commissioners recognizes the need to
maintain commercial deliveries to area businesses and acknowledges that FHWA truck class 9 and above
may occasionally travel on Upper County Roads delivering goods to local businesses.
