DEPARTMENT OF PUBLIC WORKS
Mark Cook, PE Director
MEMORANDUM
TO: Kittitas County Board of County Commissioners
FROM: Lucas Huck P.E. County Engineer
DATE: March 27, 2018
SUBJECT: Easton Memorial Day Celebration Special Event Application
After review of the application and letters dated March 23rd, 2018 for the proposed "Easton
Memorial Day Celebration", I have found that the applicant has identified that this event will
obstruct, interfere or require the closure and free use of public roads and rights of way.
Illustrations identifying the proposed route in which 2000 people will occupy about 1500 linear
feet of Railroad Street for eight hours have been reviewed. Applicant has stated the event will
require road closure or detour signs. Applicant highlighted the detour route, but did not provide
signing plans. This is unordinary road use that the traveling public is not routinely exposed to.
Public Works will require traffic control techniques to be implemented for this event, which will
include traffic control plans, and or signing plans being provided to the County for review. The
safety of both the event participants, and the traveling public would benefit from these traffic
control strategies being implemented.
Additionally the applicant will be required to issue advanced notification for the event and any
traffic impacts in the Daily Record and NKC Tribune two weeks in advance to inform the
traveling public.
Public Works recommends approval of this event based on these conditions being upheld.
Please feel free to contact Kittitas County Public Works with any additional questions you may
have at 509-962-7523.

RE: Easton Memorial Day Celebration 2018
If the information shared in a phone conversation with Cindy McLaughlin is true, and if the information
provided in the application by Teresa Kartes for the "Easton Memorial Day Celebration" event is true,
accurate, and there is stewardship in following through with such statements then the applicant, Teresa
Kartes, has at this time met all the requirements of the Kittitas County Public Health Department
including:
Food Safety and Service —Applicant is not serving food, but will communicate with any food
vendors about the food service permits required in Kittitas County at least two weeks prior to
the date of the event.
Bathroom Facilities — In addition to permanent restrooms available along the parade route at
two businesses in agreement to allow public use of their facilities, there are six portable toilets
available along the parade route.
Please feel free to contact me if you have any questions or concerns.
Sincerely,

Re: Event Application — Easton Memorial Day Celebration on May 26, 2018
Dear Board of County Commissioners,
The Sheriff's Office recommends approval of the Easton Memorial Day Celebration
parade and street fair on May 26, 2018.
This will include two Reserve Deputies that will be assigned to the traffic control and the
recommendation that the organizers contact the Washington State Patrol and the
Department of Transportation for possible signage warning of backups that may occur
on the ramps, due to traffic volume exiting.
Sincerely,
