ACTION REQUESTED: Request to Approve a Resolution Awarding Funding for a
Grant Pursuant to the Investigation of Denied Firearms Transactions, Distributed by the
Washington Association of Sheriffs and Police Chiefs (WASPC).
BACKGROUND: During the 2017 Regular Session, the Washington State Legislature
enacted SHB 1501, effective July 23, 2017. This bill places several requirements on
Federal Firearms Licensees (FFLs), including that FFLs report to WASPC on each
instance where the dealer denies an application for the purchase or transfer of a firearm,
whether under RCW 9.41.090 or 9.41.113, or the requirements of federal law, as the
result of a background check or completed and submitted firearm purchase or transfer
application that indicates the applicant is ineligible to possess a firearm under state or
federal law.
State funding was allocated to local law enforcement to support investigation into
attempts to obtain a firearm which are denied. Effective December 5, 2017 through June
30, 2018, WASPC is distributing the $150,000 in grant funds allocated to support
investigations. These grants will cover the actual cost of the investigation, up to $500 per
transaction investigated. To receive grant funding, agencies must complete and submit a
two page online application.
INTERACTION: This interagency agreement was reviewed and approved by the
Kittitas County Prosecutor’s Office.
RECOMMENDATION: Request to Approve a Resolution Awarding Funding for a
Grant Pursuant to the Investigation of Denied Firearms Transactions, Distributed by the
Washington Association of Sheriffs and Police Chiefs (WASPC).
