AGENDA DATE: April 17, 2018
ACTION REQUESTED: Authorize the Director of Public Works to seek grant
funding from the Federal Aviation Administration and
Washington State Department of Transportation Aviation
Division supporting an Environmental Assessment and
pavement removal at Bowers Field
BACKGROUND: Public Works is seeking funding assistance from the
Federal Aviation Administration (FAA) and Washington
State Department of Transportation Aviation Division
(WSDOT) supporting an environmental assessment and
pavement removal at Bowers Field. The match obligation
to FAA grants is estimated at approximately $43,000 in the
absence of financial assistance from WSDOT.
The Airport Fund has sufficient funding reserves at this
time covering the required match obligations for both
proj ects.
INTERACTION: Public Works
RECOMMENDATION: Authorize the Director's signature on FAA and WSDOT
grant applications and obligate required matching funds
from the Airport Fund.
HANDLING: Return one original to Public Works.

RESOLUTION NO.
DEMONSTRATING THE BOARD OF COUNTY COMMISSIONERS SUPPORT FOR
AIRPORT AID APPLICATION TO THE FEDERAL AVIATION ADMINISTRATION
AND THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION
AVIATION DIVISION FOR BOWERS FIELD AND AUTHORIZING THE DIRECTOR
OF PUBLIC WORKS TO EXECUTE THE AIRPORT AID APPLICATIONS
WHEREAS: Kittitas County Public Works intends to submit Airport Aid Applications to the
Federal Aviation Administration (FAA) and Washington State Department of
Transportation Aviation (WSDOT) for an Environmental Assessment (EA) at
Bowers Field airport (ELN); and
WHEREAS: Kittitas County Public Works intends to submit Airport Aid Applications to FAA
and WSDOT for Runway 7/25 pavement removal design and construction at
ELN; and
WHEREAS: The current anticipated total project funding is estimated to be $433,333 including
$333,333 for the EA, and $100,000 for Runway Pavement Removal Construction;
and
WHEREAS: FAA requires local sponsors of airports to provide 10% match to all awarded
grants; and
WHEREAS: WSDOT may be able to assist Kittitas County meeting grant match obligations;
and
WHEREAS: The Airport Funding Application requires that funding applicants submit a
Resolution of Support from the Board of County Commissioners, stipulating that
local matching funds have been budgeted for the project; and
WHEREAS: The Airport Fund's portion of matching funds for these projects (without WSDOT
funding assistance) is estimated at approximately $43,000 which is in the Airport
budget as fund reserve; and
NOW, THEREFORE BE IT RESOLVED the Kittitas County Board of County
Commissioners declares it be in the best interest of Bower Field Airport, and does
hereby support the funding request for Bowers Field and authorize the Director of
Public Works to execute the Airport Aid Application; and
BE IT FURTHER RESOLVED that the Kittitas County Board of County Commissioners have
budgeted funds in the amount of approximately $43,000 to match funding for the
two projects.
