This bridge is currently load restricted and is the only access in and out for many residents and commercial operations. INTERACTION: Public Works successfully received a grant from Federal Highways BRAC program, funding the bridge replacement in the amount of $2,746,970. Public Works has successfully negotiated the adjustment of the previously approved County Road Administration Board Rural Arterial Trust Account (RATA) funds such that RATA funds will be used to cover the 13.5% local match requirement through the BRAC program. RATA funds have a 10% match requirement. The total project cost is anticipated to cost $3,000,000 to $3,500,000 with a net impact to local road funds to cover the required match following payment by RATA and BRAC funding of approximately $35,000 to $50,000. Public Works is preparing to advertise the project for construction in April of 2018 and is requesting the release of the Federal Construction Funds. This requires the Local Agency Federal Aid Project Prospectus to be signed and approved by the Chair of the Board of County Commissioners. This bridge is currently load restricted and is the only access in and out for many residents and commercial operations; and WHEREAS: Public Works received a grant from Federal Highways BRAC program for the bridge replacement in the amount of $2,746,970 with a 13.5% local match requirement; and WHEREAS: Public Works was notified by the County Road Administration Board on August 17, 2017 that the design funding necessary for the project had been awarded in the amount of $315,480; and WHEREAS: In preparation to advertise the project for construction in April of 2018 Public Works is requesting the Washington State Department of Transportation to release the Federally Funds for construction; and WHEREAS: A Local Agency Federal Aid Project Prospectus must be executed by the Chair acknowledging the project has been reviewed and is consistent with the agency's comprehensive plan for community development; and NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest of the public, does hereby approve the Chair's signature on the Local Agency Federal Aid Project Prospectus for the Manastash Road Bridge Replacement Project. Atter submittal of the JARPA Package coordination will be provided with federal and/or state agencies to obtain a Corps 404 permit from the USACE, a Hydraulic Permit Approval (HPA) from WDFW, and an Ecology 401 permit from Ecology. Because of the federal nexus, Endangered Species Act (ESA) Section 7 and National Historic Preservation Act (NHPA) Section 106 consultations must be completed. A biological assessment and formal consultation will be completed for ESA, and a cultural assessment and report will be completed for NHPA requirements.
