AGENDA DATE: February 6, 2018
ACTION REQUESTED: Request to Approve a Resolution Authorizing the Director
of Public Works to Negotiate a Scope of Work and Fee
with Century West Engineering for 2018-2023 Airport
Capital Improvement Plan Environmental Services
BACKGROUND: Recently the Federal Aviation Administration (FAA)
approved the County's proposed airport capital
improvement plan for Bowers Field 2018-2023. The next
task it to complete the National Environmental Policy Act
evaluation of the proposal.
Public Works solicited for consultant services using the
County's paper of record for 30 days ending December 15,
2017. A review committee (County and Central
Washington University) has selected Century West
Engineering as the preferred service provider. Once we
have negotiated an acceptable scope of work and fee, the
FAA has offered to pay for the work less the required ten
percent cost match by the County.
INTERACTION: Public Works
RECOMMENDATION: Authorize the Director of Public Works to negotiate a
scope of work and fee with Century West Engineering for
environmental support services (2018-2023 Airport Capital
Improvement Plan).
HANDLING: Return one original to Public Works

RESOLUTION NO. 2018 -
TITLE: AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO NEGOTIATE A
SCOPE OF WORK AND FEE PROVIDING ENVIRONMENTAL SERVICES
SUPPORTING THE 2018-2023 BOWERS FIELD CAPITAL IMPROVEMENT PLAN
WHEREAS: The Public Works Department has received approval of its proposed capital
improvement plan for Bowers Field from the Federal Aviation Administration,
and
WHEREAS: The Board of County Commissioners directed Public Works advertise for
professional services by issuing a Request for Qualifications in the local paper of
record; and
WHEREAS: Three (3) qualified firms responded to the request for qualifications process
closing on December 15, 2017; and
WHEREAS: A review committee of Public Works evaluated each proposal and a majority of
reviewers has selected Century West Engineering as the preferred firm providing
Environmental services supporting the 2018-2023 Airport Improvement Plan
(ACIP); and
WHEREAS: The Federal Aviation Administration has offered to pay for an acceptable scope of
work and fee developed by the County for 2018-2023 ACIP environmental
services;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby authorize the Director of Public Works negotiate a scope
of work and fee from Century West Engineering for environmental support services supporting
the 2018-2023 Airport Capital Improvement Plan for Bowers Field.
