AGENDA DATE: March 6, 2018
ACTION REQUESTED: Approval of Amendment No. 2 of the Professional Services Agreement with SCJ
Alliance for Consulting Services for the Comprehensive Plan Update
BACKGROUND: On August 14, 2017, the Board of County Commissioners Chair signed
Amendment No. 1 to Agreement for professional services and scope of work from
SCJ Alliance (SCJ) for consulting services for the Comprehensive Plan update to
include consulting services for the Critical Areas Ordinance (CAO) update.
Four phases were developed in the approved Amendment No. 1 for completion of
the CAO work. Phase 1 and Phase 2 have been completed. Phase 3 is 75%
complete however additional advisory group meetings were necessary leading to an
increase in cost of $4500. Phase 4 budget increase is for $5000 to allow for
finalization of the written CAO; this increase is necessary to allow for advisory
group input and public comment changes. Phase 5 was added to the scope of work
to allow for SCJ participation in public meetings with the planning commission and
BOCC to address technical questions and provide testimony as necessary for an
additional cost of $8000. Total requested increase of Amendment No. 2 is for
$17,500. The CAO budget, if this amendment is approved, will total $36,000 and
the total Contract (Comprehensive Plan, including CAO) if amended will total
$124,091. CDS budgeted for this increase in our 2018 budget and is not requesting
or requiring an amendment to our approved 2018 budget.
