Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: March 6, 2018 <br /> <br />ACTION REQUESTED: Approval of Amendment No. 2 of the Professional Services Agreement with SCJ <br />Alliance for Consulting Services for the Comprehensive Plan Update <br /> <br /> <br />BACKGROUND: On August 14, 2017, the Board of County Commissioners Chair signed <br />Amendment No. 1 to Agreement for professional services and scope of work from <br />SCJ Alliance (SCJ) for consulting services for the Comprehensive Plan update to <br />include consulting services for the Critical Areas Ordinance (CAO) update. <br /> <br /> Four phases were developed in the approved Amendment No. 1 for completion of <br />the CAO work. Phase 1 and Phase 2 have been completed. Phase 3 is 75% <br />complete however additional advisory group meetings were necessary leading to an <br />increase in cost of $4500. Phase 4 budget increase is for $5000 to allow for <br />finalization of the written CAO; this increase is necessary to allow for advisory <br />group input and public comment changes. Phase 5 was added to the scope of work <br />to allow for SCJ participation in public meetings with the planning commission and <br />BOCC to address technical questions and provide testimony as necessary for an <br />additional cost of $8000. Total requested increase of Amendment No. 2 is for <br />$17,500. The CAO budget, if this amendment is approved, will total $36,000 and <br />the total Contract (Comprehensive Plan, including CAO) if amended will total <br />$124,091.
