KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: March 6, 2018 <br /> <br />ACTION REQUESTED: Consider an Event Application request from ABATE of <br />Washington to hold the 2018 Spring Opener. <br /> <br /> <br />BACKGROUND: On January 16, 2018 the Kittitas County Board of <br />Commissioners received an Event Application & permit fee <br />from ABATE of Washington to hold the 2018 Spring <br />Opener (June 21-24, 2018). Lyle Coyle, ABATE indicated <br />that once the event-permit was approved they would have <br />Kittitas County named on the Certificate of Liability <br />Insurance, noting they have done this in years past. <br /> <br />INTERACTION: On January 16, 2018 Staff sent the application materials to <br />various County departments for their review and <br />recommendation for the proposed event. <br /> <br />Staff received recommendations of approval from: Solid <br />Waste, Public Works, Sheriff, Public Health & Fire <br />Marshal noting that the County Prosecutor was unable to <br />approve due to no insurance being issued at the time of <br />Staff Report being generated. <br /> <br />The Sheriff’s Office indicated if ABATE commits to the <br />same additional level of security as in the past few years, he <br />would support approval of the event, noting the noise <br />waiver for three nights until 1:00 a.m. on June 21, 22 & 23, <br />2018. <br /> <br />The Kittitas County Deputy Prosecutor (Chris Horner) <br />indicated that until he has seen the Endorsements and the <br />Certificate of Insurance naming the County, he could not <br />recommend an approval of the request. <br /> <br />The Kittitas County Public Works Department (Lucas <br />Huck, Engineer) submitted a recommendation to approve <br />the Special Event Permit with a recommendation of the <br />following criteria: advance notice be given to the public <br />though adverting in the Daily Record and the Northern <br />Kittitas County Tribune newspapers, two weeks in advance <br />to inform the public.
