RE: LODGING TAX GRANT PROGRAM PROJECT REQUIREMENTS
Dear Brandi,
District Three
Obie O'Brien
You submitted a project in April 2017 for Kittitas County's lodging tax grant program for tourism -related,
large-scale municipality -owned capital projects. Your project was selected to be included in the Capital
Improvement Program (CIP) and must now continue working through the four -step process as outlined
within the grant program in order to become and remain eligible for potential funding consideration.
The process for determining how each project should be placed within the four -step process has been
completed and your project has been designated as eligible for Step two. Please refer to the program
guidelines and description included with this letter for the requirements which need to be met in each step.
A copy of the recommendation form from the Lodging Tax Advisory Committee (LTAC) is enclosed for
your review.
As the applicant, you must now submit a scope of work to the LTAC for consideration. Your proposed
scope of work should include everything necessary to complete the current Step at which your project has
been placed within the process. The proposed scope of work will be reviewed by the LTAC and a
Technical Review Team (TRT). You may be requested to present your proposal in person to the TRT as
part of this review.
The deadline for submitting your proposed Scope of Work is May 18, 2018. Please submit your scope of
work via email to bocc@co.kittitas.wa.us.
If you do not agree with the decision to place your project at Step two in the four -step process, you may
request the LTAC reconsider this decision. To request reconsideration, you must obtain and fill out a
Review of Completeness for your particular Step requirements. Please contact Debbie Myers, LTAC
Clerk at debbie.myers&g.kittitas.wa.us for more information.
We look forward to working together toward completion of your project. Please let us know if you have
any further questions.
Sincerely,
Laura Osiadacz

Kittitas County Lodging Tax Grant Program for Tourism -Related,
Large -Scale Municipality -Owned Capital Projects
Technical Review Team (TRT) Initial Project Evaluation Form
Intent and Use
The intent of this form is to efficiently implement and manage the four -step review process. After the
placement of a project on the Capital Improvement Plan (CIP) by the Board of County Commissioners
(BOCC) as a result of a recommendation by the Lodging Tax Advisory Committee (LTAC), the TRT will
review and evaluation each project for placement in the four -step process. The decision of the TRT will
be included in this form and then forwarded to the LTAC for review and decision. If the LTAC does not
agree with the TRT, a joint meeting will be held to further discuss the project and its placement in the
four -step process in order to reach agreement. Once the TRT and the LTAC agree, a recommendation
will be forward to the BOCC for final decision.
Applicants will be notified of the BOCC's decision. Applicants will then be required to present a
proposed scope of work (SOW) to the LTAC for completing the respective step requirements. The LTAC
will submit the SOW to the TRT for review. Applicants may be requested to present the SOW to the TRT
in person.
Project: Towns to Teanaway Corridor Acquisition
Applicant: City of Roslyn
Review Date: 2-12-18
Step Placement Recommendation: Step 2
TRT Discussion/Rationale: It was not clear from the application whether the owner(s) of the proposed
acquisition is a willing seller. Also, no long-term maintenance and operations plan was included. Finally,
no real analysis on the direct economic impact on tourism from this project or an estimated build out
strategy once acquisition occurs.
Needed prior to meeting Step 2 requirements:
1. Binding first right of refusal;
2. Maintenance and operations plan;
3. Market analysis;
4. Five year buildout plan.
