ACORD 25 (2014/01) The ACORD name and logo are registered marks of ACORD 4 y CO 4 Chinook Fest Summit - Traffic Control Plan / Detour Plan In an effort to maintain the safest environment for festival -goers, in addition to mitigating certain logistical issues, our team feels that closing SR906 in front of the Summit Central Base Area and rerouting traffic around the exterior of the adjacent parking lot will result in the best scenario for the event and general public. We will provide adequate signage to warn travelers of an upcoming detour as they approach the festival area from 1-90 exits 52, 53, and 54 to the North and South. We will also provide adequate traffic control barriers and guides to keep the flow of traffic steady and clearly define the route. National Barricade of Yakima has been contacted and we will be placing an order for all signage and traffic control measures upon the approval of this plan. Times of road closure: Thursday, July 7 @ 8:OOAM to Sunday, July 10 at 11:30PM Overhead Map Layout Interstate 90 at the Summit of Central Base Area and Parking Lot. 1) Signs— DETOUR AHEAD /OR/ ROAD CLOSED, LOCAL TRAFFIC ONLY Warns travelers approaching from exit 52 and the business and homes surrounding Travelers' Rest. 2) Signs— DETOUR AHEAD 4 /OR/ ROAD CLOSED, LOCAL TRAFFIC ONLY Warns anyone getting off of 1-90 at exit 53. These signs will be adjacent to a festival sign that directs festival -goers in that direction. 3) Signs— DETOUR AHEAD// SLOW 4) Sign –DETOUR 4 Sign facing North along oncoming lane. Approximately 60ft North of the road closure barricades, there will be a detour sign with an arrow to the left that travelers will see as they approach from the North in order to make the left turn into the detour around the exterior of the parking lot. 5) Sign – DETOUR —♦ Sign facing East back toward the parking lot. This sign will direct traffic turning north out of the parking lot detour, turning right onto SR906 and re-entering the highway. 6) Barricades Type 3 barricades spanning the width of SR906 and the shoulders. These barricades will have blinking lights that will be activated at night. In 2015 four Type 3 barricades were placed at this location. Per request from WSDOT this number will be increased to eight in 2016. 7) Sign – FESTIVAL PARKING ONLY A Crowd Management Services (CMS) professional will be stationed at this location 10:00am–11:00pm, each operational day of the festival, directing festival traffic into the parking area and directing any travelers without tickets on to the detour route. 8) Sign - DETOUR (— This sign will funnel travelers hoping to detour around the festival into the designated lanes along the perimeter of the parking lot. At this same location, 8ft parade rail barricades will be used end to end to funnel travelers into the detour lanes. 9) Detour Lanes Lining the exterior of the parking lot, there will be a 24ft detour route, wide enough for cars to pass each other going both directions. Traffic cones will line the exterior edge of the parking lot with a minimum of 5ft between the cones (edge of detour route) and the embankment. The inner boundary of the detour route will also be marked by traffic cones with flags. We will also have SLOW speed signs along the detour route to keep traffic under control. Festival parking will be directed to start nearest the Summit Central Base Area, working outward toward the exterior of the parking lot. This will keep the detour separated from parked cars and festival -goers. In the event that the festival parking is to approach the detour lanes along the external boundaries of the parking lot, a buffer of 10 feet will be maintained between the nearest parked car and the inner coned boundary of the detour route. 10) Sign —DETOUR -- This sign will funnel travelers hoping to detour around the festival into the designated lanes along the perimeter of the parking lot, keeping them moving past the festival parking entrance. 11) Sign — FESTIVAL PARKING ONLY A Crowd Management Services (CMS) professional will be stationed at this location 10:OOam—11:OOpm, each operational day of the festival, directing festival traffic into the parking area and directing any travelers without tickets on to the detour route. 12) Barricades 4 x Type 3 barricades spanning the width of SR906 and the shoulders. These barricades will have blinking lights that will be activated at night. 13) Sign — DETOUR —► Sign facing South along oncoming lane. Approximately 60ft South of the road closure barricades, there will be a detour sign with an arrow to the right that travelers will see as they approach from the South in order to make the right turn into the detour around the exterior of the parking lot, between the Summit maintenance facility and the forest. 14) Sign — DETOUR —♦ Sign facing East back toward the parking lot. This sign will direct traffic turning South out of the parking lot detour, turning right onto SR906 and re-entering the highway. 15) Sign — DETOUR AHEAD, SLOW 16) Sign —DETOUR AHEAD 11 /OR/ ROAD CLOSED, LOCAL ACCESS ONLY Warns anyone getting off of 1-90 at exit 54. This sign will be adjacent to a festival sign that directs festival-goers in that direction. Again, we are unsure as to whether we need both of the traffic signs. Would you prefer that we say the road is closed, or that there is a detour ahead? What is clearer for the traveler and keeps unneeded traffic off of the detour route? 17) Festival Parking Lot This parking area will be attended by CMS staff in order to assure proper flow of traffic and maintain safety access lanes. 18) Festival Grounds 19) Emergency Access This lane will be maintained at all times and will be a minimum of 20ft. With a quick move of one Type 3 barricade at the road block, emergency crews will be able to access all parts of the festival grounds, as well as through the parking lot and along the detour route. With the fire department located less than a mile North along SR906, CMS and Chinook Fest staff will be able to aid in any health or accident related issues. There will also be two Sheriffs on site for the duration of the weekend to help Chinook Fest security and medics respond quickly to anything that may arise. 20) Road Block and Sign — SUMMIT STAFF ACCESS ONLY 3 parade rail barricades will span this small access roadway. This road leads to an overflow parking lot. In the event that additional parking is needed, this road will be opened for festival parking and the detour will remain intact.
