Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br /> <br />AGENDA DATE: March 15, 2016 <br /> <br />ACTION REQUESTED: Resolution to Approve the Extension of a Professional Services Agreement to <br />December 31, 2017 <br /> <br /> <br /> <br />BACKGROUND: The Department of Community Development Services on October 18th, 2011 entered <br />into a professional services agreement with Environmental Science Associates (ESA) <br />for providing Best Available Science in the update of the Shorelines Master Program <br />and the beginning of the Critical Areas Ordinance. The contract expired as of June <br />20, 2014 and request for increased cost of service was approved by the Board within <br />Resolution 2014-140. While findings within the signed resolution indicated a need <br />for extension of the services provided, there was no indication within the resolution <br />to when this agreement would be extended. <br /> <br />Services from the firm are requested to complete the project. Approval of the <br />Resolution for Professional Services fee increases is recommended for approval to <br />continue the efforts from the consultant when considered necessary in the completion <br />of the Critical Areas Ordinance. Extension is requested until December 31, 2017 <br />when it is expected that the ordinance could be adopted. Funds for this effort have <br />been approved by the Commissioners in the 2016 budget under professional services. <br /> <br />INTERACTION: CDS and the Board of County Commissioners <br /> <br />ATTACHMENTS: Resolution to be approved by the Board and Amended Personal Services Agreement, <br />both documents to be signed. <br /> <br />STAFF <br />RECOMMENDATION: Staff recommends the Board approve and sign the Resolution presented to extend the <br />Personal Services Agreement with ESA. <br /> <br />HANLDING: Staff has presented the official Resolution for signature. <br /> <br />RESPONSIBLE STAFF: Robert “Doc” Hansen, Interim CDS Director <br />
