TOPIC: Kittitas Highway Closeout Change Order
ACTION REQUESTED: Approve the Change Order

RECOMMENDATION:
Approve the final change order closing out the contract with Belsaas and Smith
for 2015 Kittitas Highway improvement construction.
BACKGROUND:
During much of 2015, Public Works has worked with Belsaas and Smith
constructing safety improvements to Kittitas Highway. During the course of
construction, numerous bid items ran over quantity. Inspector field note records
validate all quantity over -runs.
DISCUSSION:
Rather than bring multiple change orders for each bid item over -run, we have
worked with our contractor (Belsaas and Smith) electing to bring all items to the
Board of County Commissioners on a single change order request. All bid item
quantities have been installed in the construction improvement. Public Works
does not dispute the installation of the materials nor the quality of the installation.
FISCAL IMPACTS:
The amount of the final Kittitas Highway Improvement change order is
$196,547.84. The current total amount of change orders on the project is
$157,308.86. The combined amount of construction change orders for the project
is $353,856.70 or approximately 8.2 percent of the cost of construction.

TO APPROVE CHANGE ORDER #14 FOR
KITTITAS HIGHWAY SAFETY IMPROVEMENTS PROJECT
WHEREAS: The Board of County Commissioners authorized road improvements to the
Kittitas Highway Safety Improvement Project (Resolution 2014-146) in the
amount of $3,978,871.50; and
WHEREAS: Additional Costs are required for numerous bid item quantity over runs; and
WHEREAS: The Contractor has offered equivalent unit costs for quantity extensions; and
WHEREAS: The total quantity over run amounts to $196,547.84;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the
best interest of the public, does hereby approve Change Order #14 for the Kittitas
Highway Safety Improvements Project for the Amount of $196,547.84.

Project Name: Kittitas Highway Safety Improvements

Justification:
Throughout the project numerous bid items exceeded contract quantity associated with the
following construction operations.
Project inspection identified multiple culverts in need of repair, extension or replacement that
were unanticipated because their condition could not be assessed until exposure during
construction.
Further, the project encountered an increase in concrete slab replacement volume necessitated
upon discovery of deteriorated existing condition after exposure.
A significant increase in the paint line removal pay item was experienced due to the old paint
line's relationship to design road centerline. To facilitate proper location of the new paint line,
the old paint line needed to be removed.
Unsuitable material at various locations resulted in excavation increases and suitable
replacement material increases.
Cost analysis:
The contractor offered extensions of unit costs on all material over runs, which was deemed
reasonable by Public Works.
