Kittitas County <br />Board of County Commissioners <br /> <br />Agenda Staff Report <br /> <br /> <br /> <br />Agenda Date: January 19, 2016 <br /> <br />Action Requested: Request the Board approve Resolution providing for the Establishment of an <br />Enterprise Fund within the Kittitas County Treasury entitled Water Mitigation <br />Water, Fund #403 <br /> <br />Background: <br />The Board of County Commissioners purchased Trust Water Rights on May 29, <br />2014, to be used for consumptive use water, instream flow and mitigation of <br />domestic use. <br /> <br />Effective June 2, 2014 mitigation is required for all new uses of ground water in <br />Kittitas County. Mitigation may include obtaining a portion of a senior (pre-1905) <br />water right appropriate to offset the new groundwater withdrawal. Kittitas County <br />intends to offer budget neutral mitigation through a County-owned and operated <br />water bank starting in December 2, 2015 <br /> <br />The new fees were adopted by the Board of County Commissioners Resolution <br />2015-159 on November 24, 2015. <br /> <br />These fees include an in-lieu fee for water, watershed management and water <br />supply improvements. <br /> <br />We received a recommendation from the State Auditor that this fund type <br />should be an enterprise fund. <br /> <br /> <br />Recommendation: <br />Request the Board Resolution Providing for the Establishment of Establishment <br />of an Enterprise Fund within the Kittitas County Treasury entitled Water <br />Mitigation Water, Fund #403 <br /> <br />Handling: Copy to Judy Pless <br /> Copy to Brett Wachsmith <br /> <br />Attachments: Resolution Establishing the Fund <br /> <br />Lead Staff Judy Pless, Budget & Finance Manager <br /> Kittitas County Auditor’s Office <br /> <br />
