Action Requested: Request the Board approve Resolution providing for the Establishment of an
Enterprise Fund within the Kittitas County Treasury entitled Water Mitigation
Water, Fund #403
Background:
The Board of County Commissioners purchased Trust Water Rights on May 29,
2014, to be used for consumptive use water, instream flow and mitigation of
domestic use.
Effective June 2, 2014 mitigation is required for all new uses of ground water in
Kittitas County. Mitigation may include obtaining a portion of a senior (pre-1905)
water right appropriate to offset the new groundwater withdrawal. Kittitas County
intends to offer budget neutral mitigation through a County-owned and operated
water bank starting in December 2, 2015
The new fees were adopted by the Board of County Commissioners Resolution
2015-159 on November 24, 2015.
These fees include an in-lieu fee for water, watershed management and water
supply improvements.
We received a recommendation from the State Auditor that this fund type
should be an enterprise fund.

Request the Board Resolution Providing for the Establishment of Establishment
of an Enterprise Fund within the Kittitas County Treasury entitled Water
Mitigation Water, Fund #403
