KITTITAS COUNTY <br /> BOARD OF COUNTY COMMISSIONERS <br /> <br /> RESOLUTION NO._______ <br /> <br />A Resolution Establishing Fund 403 – Water Mitigation <br /> <br />WHEREAS, the Board of County Commissioners purchased Trust Water Rights on May 29, 2014, <br />to be used for consumptive use water, instream flow and mitigation of domestic use, and; <br /> <br />WHEREAS, effective June 2, 2014 mitigation is required for all new uses of ground water in Kittitas <br />County. Mitigation may include obtaining a portion of a senior (pre-1905) water right appropriate to offset <br />the new groundwater withdrawal. Kittitas County intends to offer budget neutral mitigation through a <br />County-owned and operated water bank starting in December 2, 2015, and; <br /> <br />WHEREAS, the Board of County Commissioners held a public hearing on November 24, 2015, for <br />setting fees for the Water Mitigation and Metering program, which went into effect on December 2, 2015, <br />and ; <br /> <br />WHEREAS, this fee includes an in-lieu fee for water, watershed management and water supply <br />improvements, and; <br /> <br /> WHEREAS, the Board of County Commissioners determines it is necessary to create a special fund <br />to track the programs associated with water mitigation, and; <br /> <br /> WHEREAS, upon recommendation from the State Auditor that this fund type should be an <br />enterprise fund. <br /> <br />NOW, THEREFORE BE IT RESOLVED, the Kittitas County Board of County Commissioners <br />hereby establishes fund 403 – Water Mitigation. <br /> <br />AND, NOW THEREFORE BE IT FURTHER RESOLVED, the intangible assets of the Trust Water <br />Rights are placed in this fund. <br /> <br />AND, NOW THEREFORE BE IT FURTHER RESOLVED, the County Auditor and/or Budget & <br />Finance Manager will be authorized to determine the amount of monies available for investment and <br />request the County Treasurer to invest the funds for the maximum return and the interest will be credited to <br />this fund. <br /> <br />APPROVED, this 19th day of January 2016. <br /> <br />BOARD OF COUNTY COMMISSIONERS <br />KITTITAS COUNTY, WASHINGTON <br /> _____________________________ <br /> Chairman <br /> <br />ATTEST _____________________________ <br /> Vice-Chairman <br />______________________________________ <br />Clerk of the Board or Deputy Clerk of the Board _____________________________ <br /> Commissioner
