Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br /> <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br /> <br />AGENDA DATE: January 5, 2016 <br /> <br />ACTION REQUESTED: Resolution to Formally Designate the Kittitas County Conservation District as the <br />Lead Entity in the Development of Kittitas County’s Voluntary Stewardship <br />Program and Identify Individuals and Organizations that will be Invited to <br />Participate in the Watershed Work Group <br /> <br />BACKGROUND: In 2011 the Kittitas County Board of Commissioner’s approved an ordinance electing to <br />participate in the Voluntary Stewardship Program. This ordinance identified and nominated <br />the Upper Yakima watershed and the Alkali-Squilchuck watershed as state priority <br />watersheds and elected to have Kittitas County proceed with implementation of the <br />requirements of the Voluntary Stewardship Program once the Washington State Legislature <br />provides adequate funding for such activity. <br /> The Washington State Legislature appropriated $7,600,000 in the Washington State <br />Conservation Commission’s 2015-2017 budget for implementation of the Voluntary <br />Stewardship Program. On October 23, 2015 Kittitas County received a contract from the <br />Washington State Conservation Commission identifying $270,000 of available funds to <br />Kittitas County for the development of the Voluntary Stewardship Program, $150,000 in year <br />one and $120,000 in year 2. <br /> <br /> Within 60 days of the receipt of funds, the County must designate a watershed group and an <br />entity to coordinate the watershed group. The watershed group will be tasked with developing <br />the Voluntary Stewardship Program in compliance with RCW 36.70A.725. Attributable to <br />their expertise and key stakeholder relationships Kittitas County entered into an Interlocal <br />Agreement with the Kittitas County Conservation District (District) to lead the watershed <br />group. The individuals and organizations identified in Exhibit A of the Resolution will be <br />invited to participate in the watershed group consistent with RCW 36.70A.715. <br /> <br />With the designation of the Conservation District as the watershed group lead Kittitas County <br />staff and elected officials will continue to be involved in the development of the Voluntary <br />Stewardship Program in an advisory and assistance role. <br /> <br />INTERACTION: CDS, Prosecuting Attorney, Board of County Commissioners <br /> <br />ATTACHMENTS: Resolution for Board of County Commissioners’ signature <br /> <br />STAFF <br />RECOMMENDATION: CDS Planning Official recommends to the Board of County Commissioners to approve and <br />sign the Resolution <br /> <br />HANLDING: Presentation to the Board by Kittitas County Community Development Services. <br /> <br />RESPONSIBLE STAFF: Angela San Filippo, Planner
